STOCKTON — On Sunday morning at 1:30 a.m., Sheriff’s deputies observed a vehicle failing to dim its high beam headlights to oncoming traffic on North Main Street in the town of Stockton. After stopping the vehicle, deputies identified the operator to be Christopher B. Finet, 33, of Phoenix, Arizona. Following an investigation, deputies arrested and charged Finet with driving while intoxicated, DWI per se and failure to dim high beam headlights. Finet will answer his charges in Stockton Court.

MAYVILLE — At 3 a.m. on Tuesday morning, Sheriff’s deputies said they observed a male subject standing in the roadway urinating on Water Street in the village of Mayville. Deputies identified him as Juan G. Rivera, 33, of Mayville, and attempted to make contact with him. Rivera allegedly began yelling obscenities and attempted to walk away. He was taken into custody and while in custody, allegedly found to be in possession of a small quantity of marijuana.

Rivera was processed and held at the Chautauqua County Jail on pre-arraignment bail. He will appear in the town of Chautauqua Town Court at a later date to answer charges of disorderly conduct and unlawful possession of marijuana.

ELLERY — On Wednesday at about 5:30 a.m., Sheriff’s deputies were called to an address on Route 430 in the town of Ellery for a report of a male subject breaking into a vehicle. Upon arrival, deputies learned that the male had removed items from the vehicle and had fled on foot. Deputies located the suspect a short distance away and identified him as Noah H. Rosier, 18, of Bemus Point. Rosier was issued an appearance ticket for petit larceny and will appear in the Ellery Court at a later date.

JAMESTOWN — Katrynia L. Bailey, 27, of Silver Creek was charged with multiple counts of welfare fraud on Thursday morning at approximately 9 a.m.

It is alleged that from Nov. 1, 2014 through June 30, 2015, Bailey failed to notify the Chautauqua County Department of Health and Human Services of income within her household. This unreported income allowed for Bailey to receive $1,806 in unentitled SNAP/food stamp benefits.

Bailey was charged with three counts of first-degree offering a false instrument for filing (felony), fourth-degree grand larceny (felony), and misuse of food stamps (felony). She is scheduled to appear in the city of Jamestown court at a later date.

Evans Police Department

¯ On July 5 at approximately 9 p.m. patrol conducted a traffic stop on Southwestern Boulevard. Medina L. Knox, 28, of Buffalo was charged with a speed violation in excess of 55 MPH and third-degree aggravated unlicensed operation of a motor vehicle after it was found that her NYS drivers license was showing as suspended. She was released with an appearance ticket.

¯ On July 7 at around 5:50 p.m. police were operating a stationary radar at Whiteside Court Apartments and observed a vehicle traveling east-bound at allegedly 60 MPH. Vehicle operator was identified as William Ramirez, 37, Evans. A check of his license revealed that it had been suspended on July 7 for failure to answer two summonses in the town of Hanover.

He was charged with operation of a motor vehicle by an unlicensed driver, speed in zone and third-degree aggravated unlicensed operation of a motor vehicle. He was released and is due to appear on July 24 in Evans Town Court.

¯ On July 7 at around 11:30 p.m. patrol answered a report of an erratic vehicle in the Kennedy Avenue area. Police discovered the vehicle in question in a driveway on Quebec Street with its tail lights on, no one exited the vehicle.

The operator was identified as Bonnie Carroll-Kowalsk, 65, Hamburg and was the only occupant in the vehicle. After many attempts to answer patrol and being physically unable to, patrol performed a series of sobriety tests, all of which were failed. She was given a breath test of which allegedly registered .27. She was charged with DWI — first offense, Operation of a motor vehicle with .08 of one percent or more alcohol in blood — first offense and aggravated DWI: per se-BAC of .18 of more — no priors. She was released with appearance tickets.

¯ On July 9 at around 9:15 p.m. patrol stopped a vehicle on North Main Street. William J. Merecki, 32, Angola was identified as the operator. Upon running the his name for a license he was shown in having 15 suspensions on his non-driver ID.

He was charged with unsafe movement of a stopped motor vehicle and third-degree aggravated unlicensed operation of a motor vehicle. He was released with appearance tickets.
