Contracts, revisions on Common Council agenda

Several contracts and revisions are on the agenda for tonight’s Common Council meeting.

As part of the city’s wastewater treatment plant upgrades, council members will vote on resolutions 85 and 86 to accept the electrical and general contracts necessary for installation of the bar screens and grit removal systems from BECC Electric for $244,750 and STC Construction for $2,295,000.

Department of Public Works Director Randy Woodbury recently compared the bar screens to an air filter in your car.

“The two screens have been out for five years. That’s like running your car without an air cleaner on it. It wouldn’t last very long and it’s doing a lot of damage to the plant,” he explained.

Also on the agenda is Resolution 88 to authorize a $950,000, five-year, no-interest contract with LED Energy Solutions for LED lighting. The resolution also mentions a $100,000 upfront rebate as part of the project.

“In my opinion, it’s in the city’s best interest that we move in this direction. When I sit down to do the budget, it’s almost budget time, it could buy the city an opportunity to reap the benefits. … Fiscally it’s a no brainer,” Mayor Willie Rosas told the Finance Committee recently.

Resolution 87 would amend Resolution 30 of 2017 from May which authorized the repair of city owned roofs including city hall, the Lucas Avenue facility and the Dunkirk Historical Museum. The amendment would add fire department headquarters and Hose No. 3 to that list of roof repairs to be done by A. W. Farrell & Son for $85,000 and $71,000 respectively. The company has agreed to a 10-year, no interest payback with no outside financing.

Also revised will be pricing in a contract with Calgon Carbon Filtration in Resolution 89 and the city’s procurement policy, adding items not subject to competitive bidding in Resolution 90.

Council will also vote on budget modifications in Resolution 84 and accept eight more hanging baskets and remove the payment provision from the contract with Revitalize Dunkirk if Resolution 91 is passed.

Communications include a request to hold a Tag Day fundraiser on Sept. 23, a request for a police officer at the Dunkirk High School varsity girls soccer game Sept. 28 and a notice of summons on behalf of Princess I. Case for injuries allegedly caused by a fall in the Senior Citizens’ Center parking lot.

The workshop will be held at 5 p.m. in the mayor’s conference room with the meeting to follow at 5:30 p.m. in the court room.
