Silver Creek appoints sewer and water superintendent

SILVER CREEK — David Voigt has been performing the duties of sewer and water superintendent in Silver Creek for more than a year, but now it’s official, and he’s earned that title.

Mayor Nick Piccolo made a motion at Tuesday’s board meeting to approve the appointment of Voigt from “provisional” to “permanent” sewer and water superintendent, with an effective date of Feb. 10 of this year.

Piccolo and village trustees discussed the appointment prior to voting on it, raising the question of whether or not the position would be “supervisory” or “management,” since the separate roles carry different meanings vis-a-vis union policy.

“After discussing it with Civil Service, (it was found) that it’s up to the village how we want to handle it,” Piccolo said.

The board members thought it would be better to keep the position “supervisory,” so that Voigt could retain his union status.

Trustee Warren Kelly commented that Voigt had concerns over whether or not he’d still be able to do manual labor, since ideally, working for the village means that municipal employees handle situations as they arise.

“As long as (Voigt) is allowed to work along with the (other) men, I’m in favor of (the appointment),” he said.

Piccolo said he spoke with the local union’s leader, who agreed that it was best for Voigt to maintain his union status, and therefore call the position “supervisory” as opposed to “management.”

Kelly and Piccolo noted that they would adjust Voigt’s job description to adhere to union rules while also outlining necessary duties.

“He’s been doing the job for over a year now, anyways,” Piccolo finished.

The appointment is considered provisionary, for a time period of two weeks (minimum) to 52 weeks (maximum).

The village board then passed the motion unanimously, and re-welcomed Voigt to the Silver Creek municipal team.
