Sheridan expected to approve inter-municipal water agreement soon

SHERIDAN — During a recent meeting, the Sheridan Town Board authorized Supervisor John Walker to sign the inter-municipal agreement between the Northern Chautauqua County Water District and village of Brocton pending some minor paperwork tweaking.

“This will allow, through a shared service agreement Chautauqua County instituted a number of years ago. … basically different equipment can be shared back and forth,” Walker said. “It explains how it’s going to happen, where the billing is going to be done.”

Pipes have already been placed in Dunkirk and will soon be placed in Brocton and Portland, Walker said, adding, “After that, then comes Sheridan.”

“They’re back working pretty much full tilt,” Walker said. “Most all of their borings are done. The borings along the railroad are done. When that’s finished up there, it will be close to start work on the water tank; the bottom foundation on the water tank is done.”

Once the agreement is finalized, Walker said residents will have meters installed.

“The meters will be installed naturally, no cross-connects and so-on, which is normal for that procedure,” he said. “It will be billed quarterly and the city of Dunkirk will no longer be doing any billing other than one bill a month, which will be sent through the district.”

Walker added, “We’re getting awfully close to having a final signature on this. We did have a couple questions come up as far as lineal footage and we had a question about pricing for quarterly billing which has been solved. The lineal footage for the whole district has not been determined. That’s the one thing that’s been holding us up. Other than that the agreement is pretty much ready, and it will receive my approval.”

In other Sheridan news, the town board approved the purchase of a new mini-excavator for an approximate cost of $50,000.

Highway Superintendent Jeffrey Feinen told the board that with all the water, electrical and other grant work being done, it would be more economically feasible to purchase an excavator rather than renting one.

“I was looking into rental prices and they’re pretty much right around $3,000 a month,” said Feinen. “We’re thinking about (construction work) for about four months for each year for a couple of years, so we’d have a machine half paid for just in rental.”

Feinen said he still has plenty of money in reserve even after the purchase and because Sheridan is a member of the National Joint Purchase Agreement, the excavator “can be purchased off the rack” for $50,000 rather than the standard $80,000 “any of us would pay coming off the street.”

Sheridan Bay Park has received more grant money for improvements, Walker told the board.

“We got one ($22,500) grant from the Wilson Foundation in Buffalo for recreational equipment,” Walker said. He credited the efforts of Nathan Aldrich of the Northern Chautauqua Community Foundation for Sheridan being awarded the grant.

“We can qualify for another grant which would allow us to do some sewer in parts of the park. … (including a possible) total rebuild for the bath house,” Walker said. “We could get different playground equipment. Jeff (Feinen) has been working trying to get some pricing for me. When we get all together we’ll decide if we’re going to go for that grant or not.”
