STOW — From a hot air balloon Thursday, John McGraw saw Stow and Chautauqua Lake at heights he hopes hotel patrons will one day get to experience. According to McGraw, the purpose of viewing the area from the sky was to determine whether a smaller hotel would provide the same scenic view as the 10-story structure he is seeking. In January, McGraw asked the North Harmony Town Board to rezone a portion of the Bootey Bay property as a resort district — which would make it easier to receive approval of the hotel he is interested in building. However discussions by Planning Board members in recent months have indicated that town officials are wary of a 10-story structure. Planning Board members have spoken in favor of creating a new zoning district to accommodate resorts, but disagree with heights of 125 feet.
