They have other duties, you know. Water breaks, sewage issues, AND sidewalk plows which require extra people. I'd bet you're both on the list of those who call to complain when your expected services aren't being rendered to your satisfaction.

"He said four workers man the day shift, four work at night and two work an additional shift." I think that adds up to 10 so what do the other 5 do if you need 15???
