Yes they should be commended for their work, however, ask for taxpayer money to clean private property? Property owners should be made to keep their own property clean. There are zoning laws for this purpose.

Who thinks kids these days are apathetic?
What great role models these kids are, not only to their peers, but to the entire community. If we all took time out to give more...of our time, our talents, our energy to help...just imagine what we could accomplish.
Learning to care and share with each other for one.
