Its called due diligence or in simple terms "ready, aim, fire" -- which I understand doesn't follow the comprehension of the gaggle of church ladies geese OBSERVER board's mentality of "fire, ready and aim".
These are school districts -- they in the business of doing homework -- something you guys either faked, failed or forgot to do.

These studies which cost taxpayer funds are nothing more then a game to those who get paid. It's a big joke and a game to these people. After the study there are usually more questions then answers and nothing is resolved.

I'm quite sure, Bulldog, should you ever be responsible for tens of millions of dollars and hundreds of kids, there would be a huge ton of unquestioning confidence in trusting what your "gut" tells you.

Any change is very hard. Perople in the area have memories, etc. that will be turned upside down. Howeever delay will only make it harder and more expensive.
