Marcia, perhaps the congresses should take a hint from small businesses. No plan? No money. Period. Wtf is there so hard to understand about that? That goes for all congresses, and all governments. Everywhere. Get your a s s e s in gear and GET BUDGETS SETTLED, FFS.

Perhaps Rep Reed should show a little honesty. After two years in Congress, he should be aware that the budget is only a framework for spending and has no force of law. The real spending is put into the appropriations bills.
