The Bills woes all begin and end with Ralph Wilson. The culture & the cult which the old, old man created, nurtured & maintained throughout his ownership has only been one of revenue maximization -- period. Not a winning culture, not a championship culture, not an investment culture -- no, only to maximize revenue.
He's in a small market, can only set ticket prices within a certain affordable range, only so much merchandise will be sold, only so much of a national fan base -- his revenue potential is very , very limited. So, no matter even if he makes the playoffs every year, he will get only a little more. So, he counts on the NFL revenue sharing, & his deals with Toronto to get more revenue and hence, these streams keep maximizing even if he has a mediocre team. So, why do any better?
As long as the old man is alive, the Bills will be on life support & will not be a competitive franchise.

Yes you are correct. Green Bay is a small market and they GO FOR IT on every down and in every way.
