Read between the lines. There are no concessions they are just borrowing from Peter to pay Paul and gaining interest in the process.The City looks like it made a good negotiation when truth is they can not spend free money the way it was supposed to be because not only are they incompetent but they hire their friends who are just as incompetent and spend more time away from City Hall(in mayville on personnel business for 70K a year)then they do running the City. Being a public employee all my life I can tell you that the people who do not physically punch the clock are the ones that create 90% of the overtime and the sooner the City stops being intimidated by division heads and starts holding Department heads responsible for something besides telling people what they want to hear and their mayor accountable the quicker they will see the savings. Stop slandering the people you see and look at the people you don't. Can not believe what this city has turned into.
