When are you going to stop pretending that teens can't make informed decisions? I'm not saying smoking is a smart thing...but this notion that anyone under the age of 18 is incapable of consenting to making informed decisions like smoking is ridiculous and shows how backwards our system is. If these "minors" were accused of robbery, rape or murder you can bet that the courts would charge them as adults as they would contend they knew exactly what they were doing. The system is ridiculous, but I bet you all the government agencies and their employees who participated will be reimbursed nicely...at tax payer expense.
