Captain you are grouping the executive and legislative branches together. Mr. Helwig reports to the county executive. The legislature controls the budget amount. Not the budget line items. I can understand how this might be confusing because some department heads, like the Sheriff, will claim that the legislature cut funding for something specific in the budget, like snowmobile patrol. But that's not how it works. He spends the money how he sees fit. We cannot insist that the money be dedicated to a certain use.

The "surplus" is a different topic. The reserve fund the county home has comes from the IGT funding. That is local taxpayer money matched by federal taxpayer money. There is no operating surplus. The home does operate at a loss. That loss is, on average, about $9,000 per day. That deficit will be covered by reserves until the reserves are depleted. In 2013 the legislature voted to use $1.3 million in taxpayer money to fund IGT which will replenish those reserv

I thank you for replying, but your answer is still unclear to me. If the CCLeg approves the total annual budget, it appears the CCLeg approved/allowed an excessive surplus to remain in CCH's operating expense acct, to be used at "management's" discretion, yet Co Exec Edwards has been echoing that CCH is losing $11K per/day. Are you saying that Edwards and the CCLeg have absolutely no control over how CCH admin Hellwig spends money from the budget? With all due respect, I find that very hard to believe.

Captain, the technical answer to your question is that the County Home operates as an enterprise account. Therefore, the legislature does not oversee the day-to-day operation. We approve the total annual budget.

For example, we took the savings estimates from the 2012 CGR study and reduced the home's 2013 budget by that amount. How the home chooses to spend the money in it's budget is up the management.

GeorgeB: since you're responding to comments on here, I have two (2) questions for you:

Was the $440K spent on the gas well at the CCH approved (voted on) by the entire county legislature or not? If not, can you explain how 1 person has the exclusive power to authorize the spending of such a large sum of taxpayer money w/o majority support from the CCLeg?

Commentor you're so wrong. The tax rate per thousand is lower now than when Greg Edwards took office. He's done about as much as anyone can do in liberal state like NY, dominated by public employee unions, trial lawyers and welfare peddlers.

You want to improve things Chautauqua County? Then you must convince Albany and NYC that there's actually a problem. They think everything is just fine.

When Mark Thomas was not voted in 8 years ago the County was in better shape than it is today. Edwards has not lived up to his promises. Of course he is going to say he made things better. How many of those young people he talked about have come or will come to the county for jobs. Not even one. Just go away quietly and let the next bumble headed lieing politician take your place.
