Why do we always give in and pay the money with no results?sounds a little like insanity if you think about it!

I think the city is doing the right thing. All too often officials formulate a budget by taking the curent years spending, increase it for inflation, add a few new programs, pat themselves on the back and call it a new budget. I am a firm believer in ZERO-BASE budgeting. Every line in the budget should be broken into small understandable pieces and a decision made whether the expense can be justified. Will zero-base budgeting ever hapen in our city or county? It's not likely to happen until and unless we get leaders that understand economics and finance.
