a well run water district would be welcomed. The ability to be "well run" is the problem. Not many likely candidates from the endless list of problems reviewed in the paper by governments in the area.

If there is no commitment why does Fredonia have to be on board??? Dunkirk is desperate for a life raft and they think water is it. Stay away Fredonia. There is not enough information.
