Chautauqua County Sheriff's Office

HANOVER - Laurie A. Troxell, 45, of Silver Creek was charged Thursday with driving while intoxicated.

Deputies said she was stopped on Stebbins Road in the Town of Hanover for having one headlight and operating a motor vehicle without using a hands-free cell phone device.

Officers allege she had an open container of alcohol in the vehicle.

The investigation led to the DWI charge.

She also was cited for having .08 percent or more blood alcohol content, the open container violation, having one headlight and talking on a cell phone.

These charges are to be answered in Hanover Town Court.

CHAUTAUQUA - Justin Lapp, 21, of Westfield was charged Thursday with driving while intoxicated.

Deputies said Lapp was traveling at a high rate of speed on Beech Hill Road and attempted to make a right turn on Dean Road.

However, officers said, because of his excessive speed, he could not make the turn.

The vehicle went through the intersection and into a ditch.

Lapp was taken to Westfield Hospital for treatment of chest pains and a head injury.

He is to answer the charges in Chautauqua Town Court.

STOCKTON - William C. Mallaber II, 47, of Pierson Road, Cassadaga was charged Thursday with issuing a bad check.

Deputies said the check was issued to Stockton Town offices in July without having sufficient funds in his account.

The charge is to be answered in Stockton Town Court.

MAYVILLE - Jenice Echevarria, 28, of Dunkirk was charged with misuse of food stamps for failing to report to social services that a family member was employed. Because of this, she received $922 in food stamps she was not entitled to.

The charge is to be answered in Dunkirk City Court.

SINCLAIRVILLE - Lori L. Kelsey, 42, of Sinclairville was charged Wednesday with trespass.

Deputies said Kelsey allegedly had been coming onto Sinclair Drive property in Sinclairville for over a month, after having been asked several times not to.

She was issued an appearance ticket for Gerry Town Court.

KIANTONE - Laura L. Galloway-Work, 37, of Burton Road, Jamestown was charged Thursday with leaving the scene of a motor vehicle accident.

Deputies said the vehicle she was operating on Donelson Road in Kiantone left the roadway, sideswiped a tree, struck a wood address sign and came to rest after hitting another tree.

She was located at her residence later and was charged.

The charge is to be answered in Kiantone Town Court.

ELLICOTT - Johnathan N. Paddock II, 24, of Allegheny Road, Jamestown was charged Friday with fourth-degree grand larceny.

Deputies said Paddock allegedly took a credit card belonging to a Mayville business owner and used the credit card without authorization of the owner. This occurred during July and August in the Town of Ellicott.

Paddock was issued appearance tickets for Ellicott Town Court.

MAYVILLE - Tyler A. Perez, 24, of Jamestown was featured on the Chautauqua County Wanted Persons list for fifth-degree possession of stolen property.

He was arrested by Jamestown Police and his name has been removed from the wanted list.

RIPLEY - David P. Rutledge, 44, of Pittsburgh was charged Sunday with driving while intoxicated.

Deputies said he was stopped on Lakeview Avenue in Ripley for not using a turning signal and the investigation led to the DWI charge.

He also was cited for having a blood alcohol content of .08 percent or more, an open container of alcohol in his vehicle, third-degree aggravated unlicensed operation and the failure to signal violation.

A license check revealed his state driving privileges had been suspended in 1996.

The charges are to be answered in Ripley Town Court.

PORTLAND - Angelo L. Pollino, 21, of Jamestown was charged Wednesday with driving while intoxicated.

Deputies said an investigation into a property damage accident on Route 380 near the intersection with Colt Road led to the DWI charge.

Pollino also was cited for having .08 percent or more blood alcohol content, speed not reasonable or prudent and failure to keep right.

He was not injured in the accident and is to answer the charges in Portland Town Court.

NORTH HARMONY - A three-vehicle collision Sunday at the intersection of Stow Road and Pringle Carpenter Road injured a passenger slightly.

Deputies said Samuel L. Triscari, 43, of Stow was headed east on Stow Road when a vehicle operated by Christine Linnacke, 27, of Ashville pulled out from Carpenter Pringle Road and struck Triscari.

This caused Triscari's vehicle to cross the center line and strike the third vehicle operated by Thomas R. Lescynski, 59, of Carpenter Pringle Road that was stopped at the intersection waiting to make a left turn.

A passenger in the Triscari vehicle was taken to WCA Hospital for treatment of minor injuries.

FORESTVILLE - Charles L. Marvin, 63, of Lodi Street, Forestville was charged with first-degree course of sexual conduct against a minor.

An investigation by the sheriff's department alleges Marvin sexually abused a female juvenile from 2001 to 2005.

The case was presented to a grand jury which indicted Marvin and a county court warrant was issued for his arrest.

He was taken into custody Saturday and was committed to Chautauqua County Jail.

WESTFIELD - An unidentified 16-year-old male was charged Sept. 24 with forcible touching.

Westfield Police responding to a complaint regarding the 16-year-old allegedly touching a 15-year-old inappropriately issued an appearance ticket.

The charge is to be answered in Westfield Village Court.

n Demarcus V. Bess, 18, of Middle Road, Dunkirk was charged Sunday with petit larceny.

Deputies said he entered Tops Market on Vineyard Drive and placed three bags of bulk candy into a backpack and left the store without paying for the merchandise.

He was found walking away from the store and the stolen candy was recovered.

He is to answer the charge in Dunkirk Town Court.

BEMUS POINT - Ted J. Pugh, 27, of Sherman was charged Sunday with violating a local law regarding an open container of alcohol.

Deputies saw him standing in on Main Street in Bemus Point with an open container of beer.

He was issued an appearance ticket for Ellery Town Court.

Silver Creek Police

Vincent W. Johnson, 16, of Washington Street, was arrested on a warrant charging him with unlawful possession of radio devices and petit larceny. Johnson allegedly stole property from a truck on Central Avenue in the village. He was arraigned in Silver Creek Village Court and remanded to Chautauqua County Jail in lieu of $2,000 bail. He was also charged with two counts of curfew violation and will appear in court Nov. 5.

Michael P. Sarcone, 46, of Irving, was charged with a sewer ordinance offense and was given an appearance ticket for court Oct. 15.

Jillian M. Edwards, 30, of Andrus Street, was charged with driving with a suspended registration. She will be arraigned in October.

Thomas E. Mullen, 46, of Irving, was charged with driving with a suspended registration. He will be arraigned in October.

Cattaraugus County Sheriff

Robyn L. Fox, 27, of 127 Cherry St., South Dayton was charged Sept. 23 with failure to appear in Family Court. Fox was arraigned in South Dayton Village Court and transported to Cattaraugus County Jail in lieu of $500 cash bail. She was scheduled to appear in Family Court.
