Town of Dayton getting closer to adopting a Comprehensive Plan

By JACKIE COMELLO
POSTED: April 18, 2009

The joint comprehensive plan to cover both the Town of Dayton and the Village of South Dayton was discussed at Tuesday's town board meeting. Work began on the plan shortly after a slide show presentation given by Chris Crawford, senior planner for Cattaraugus County in November 2007. A public hearing was held several months ago to give residents a chance to comment on the plan.

Councilwoman Jeanne Matteson suggested another public hearing be scheduled.

"I just want everybody to have ample opportunity to review it and to say what they want to say," she said.

After making some minor changes, the plan will be made available for review at the Town Hall and a public hearing will be scheduled for sometime in May.

The planning board will meet on Wednesday, April 22 at 7 p.m. in the Town Hall. Residents are encouraged to attend and offer any comments or suggestions they may have regarding the proposed plan.

Assessor Mary Bailey reported that Grievance Day for Town residents will be Tuesday, June 2 from 4 to 8 p.m. She indicated that there have been many complaints of increased assessments from residents after receiving their recent county/town tax bill.

"I reviewed their assessments with them and in all cases, the assessment has remained the same for the past seven years," Bailey explained. "It's the tax rates that increase each year."

Code Enforcement Officer Frank Watson announced there was an increase in building permits last month, including permits for a new deck, a pole garage and a new house. Watson went on to stress the importance of asking questions and securing a permit before building.

"This way you don't make a mistake by setting something where you're not supposed to and then you're going to have to move it or apply for a variance, he said. "It could actually create more of an issue, that's why these permits exist."

Watson also reported that second notices regarding collapsed structures are being sent out.

"We've got over 12 of them, and they're not just doghouses and sheds. They're garages, buildings, barns-some pretty good-sized structures," he said.

Residents can contact Watson at 410-0349.

In other news:

Supervisor Tom Chupa read correspondence from Gowanda Central School Superintendent Charles Rinaldi, who offered to present details of the school budget to the town board and residents. Chupa plans to accept the offer and invite Rinaldi to speak at next month's town board meeting.

Highway Superintendent Brian Taber reported that County Road 58 from Route 62 to Route 39 is scheduled to be repaired in July.

The board will meet again on Tuesday, May 12 at 7 p.m.
