Joe Troche

October 31, 2009
Observer Today

My name is Joe Troche and I am running for District 18

1) I favor smaller government and less bureaucracy. I have diligently worked for consolidation of services provided by the Village of Lakewood and Busti communities over the past five years. As Chairperson of the Consolidation Committee, charged with the responsibility of reducing cost , bringing changes to fruition and reviewing a Town and Village Merger. I have identified many potential economic benefits for the taxpayers by proposing the elimination of duplicated administrative functions.

(2) I strongly favor transparency in government and would support a requirement to make all contract awards public. Additionally, we should make public the top three bids on all contracts and require a public report with a detail explanation when a contract is not awarded to the lowest bidder.

Why - Our county will be a more desirable location for new and expanding businesses if our government officials become more sensitive to the needs of it's citizens and explore creative ways to reduce the current tax burden.

I support all aspects of government downsizing including our legislative body. In an effort to insure that a restructured legislative body is adequate to effectively represent the citizens of our community, I want to further study geographic and population factors prior to suggesting the appropriate size of a new legislature. I agree to review all options in our effort to downsize including consideration of a return to the Board of Supervisors.
