JAMESTOWN - Drug charges were placed Wednesday against Phyliss J. Kinsey, 57, of West Tenth Street, Jamestown and Shaun Hastings, 40, of Buffalo was taken into custody on a warrant issued by Buffalo court.
Members of the Jamestown Police Department and Southern Tier Regional Drug Task Force executed a search warrant at Kinsey's residence and also had a warrant for Kinsey's arrest.
The warrant was for third-degree criminal sale of a controlled substance, identified as crack cocaine.
STRDTF officers allege they made numerous cocaine purchases from Kinsey, using police agents.
Hastings was found at the residence as well and a records check revealed a felony warrant from Buffalo court.
A search of Kinsey's residence turned up a large quantity of crack cocaine a quantity of Darvocet, $2,462 in cash and scales to weigh narcotics.
Kinsey will also be charged with second-degree criminally using drug paraphernalia, third-degree criminal possession of a controlled substance, fourth-degree criminal possession of a controlled substance and seventh-degree criminal possession of a controlled substance.
The investigation has been ongoing for a period of months and additional arrests are expected.

Danielle Azzarella, 24, of Irving, was arraigned on a charge of suspended registration. Her case was adjourned to March 3.
Jeffrey D. Bacho, 47, of Dunkirk, was convicted at a non-jury trial of driving while ability impaired and a stop sign violation. He was fined $820 and his license was suspended 90 days.
Tyler G. Crouse, 18, of Irving, was arraigned on suspended registration, speeding and no insurance. He was adjourned to Feb. 3.
Austin M. Elie, 24, of East Middle Road, Silver Creek, was arraigned on aggravated unlicensed operation, no registration and no insurance. He will return to court March 3.
Scott L. Garbart, 39, of Cherry Creek, pleaded guilty to aggravated unlicensed operation. He was fined $285.
Brad Grundhoefer, 21, of Gowanda, was arraigned on aggravated unlicensed operation, speeding and no registration. He returns to court Feb. 3.
Julie A. Kuster, 42, of Derby, was arraigned on aggravated unlicensed operation and speeding. She was adjourned to Feb. 3.
Brian T. Mason Sr., 39, of Dunkirk, was arraigned on driving while intoxicated, speeding, no insurance, and refusal to submit to a blood alcohol test. He was adjourned to March 3.
Jose M. Morales-Ortiz, 37, of Dunkirk, pleaded guilty to open container and was fined $50.
Ahren B. Morano, 25, of Stockton, was arraigned on felony charges of Possessing a Forged Instrument and Identity Theft, as well as charges for Criminal Possession of Stolen Property. He returned to Chautauqua County Jail on an additional $2,000 bail. He returns to court Feb. 3.
Crystal A. Perry, 51, of N Main Street, Silver Creek, was arraigned on aggravated unlicensed operation, no insurance and suspended registration. She was adjourned to March 3.
An 18-year-old Dunkirk boy was arraigned on criminal possession of stolen property. He returns on March 3.
Hipolito Rivera, 47, of Rumsey Street, Silver Creek, pleaded guilty to open container and was fined $50.
Kasey Rothwell, 30, of Ripley, was arraigned on suspended registration, no insurance and no inspection. She returns to court March 3.
D'Marcus A. Tallchief, 16, of Central Avenue, Silver Creek, pleaded guilty to second-degree harassment. He was fined $225.
Cheri L. Zadzilka, 36, of Fredonia, was arraigned on aggravated unlicensed operation and speeding. Her case was adjourned to March 3.
Cattaraugus County Court
Robert R. Howe, Jr., 40, of Forestville was sentenced to five years probation to include 100 hours of community service, license revocation, fines totaling $2,000 and assessed a mandatory state surcharge for his conviction of driving while intoxicated, a class E felony.
On or about June 15, 2008, in the town of Machias, he operated a motor vehicle in an intoxicated condition, having a BAC of .17 percent.
