The village of Sinclairville, which a worn-out billboard on Route 60 notes is "the heart of Chautauqua County," has the lowest payroll reported so far in our See Through New York feature. Mayor Ken France was featured in an OBSERVER Special Report regarding the possible dissolution of villages, touting Sinclairville's work on sharing services. "We already consolidate services by sharing our clerk (village with town of Charlotte) and village-town offices," he said. With the lowest for salaries, it seems to be working.
