The city of Dunkirk Police Department has concluded a four-month investigation into the sale of crack cocaine with the arrest of two city men. That investigation led to the seizure of quantities of crack cocaine, marijuana and cash Thursday afternoon.
Police detectives, working in conjunction with Southern Tier Regional Drug Task Force agents, were able to make undercover purchases of crack cocaine from Julian E. Duman Jr., 17, of Main Street. The purchases resulted in a warrant being issued by Dunkirk City Court Judge Walter Drag for Duman's arrest. Duman, arrested by police on Central Avenue, was found to be in possession of significant amounts of crack cocaine packaged for street sale, and cash.
A companion of Duman, Dyquan M. Smith, 17, of Deer Street was found to have an outstanding warrant for his arrest. Smith was also found to be in possession of significant quantities of marijuana packaged for street sale, as well as cash. In both cases, the drugs and money were seized and secured as evidence.

Duman was charged with third-degree criminal possession of a controlled substance and third-degree criminal sale of a controlled substance, both class B felonies. He was also charged with felony counts of third-degree criminal possession of a controlled substance and fifth-degree criminal possession of a controlled substance. He was held without bail pending arraignment.
Smith was issued an appearance ticket for Dunkirk City Court for unlawful possession of marijuana. He was turned over to the Sheriff's Office to answer the Town of Dunkirk warrant.
House fire ruled accidental
CHAUTAUQUA - An investigation into a house fire at 54 S. Lake Drive Oct. 8 at Chautauqua Institution has determined the fire was accidental due to newspapers being stacked over the top of a furnace grate.
In the home, the furnace turned on overnight due to cold temperatures. The furnace heated up which caused newspapers piled on top of the furnace grate, directly above the furnace, to ignite. The home was completely destroyed by the fire, and a neighboring home was extensively damaged, but fire operations were able to save the structure.
Chautauqua County Sheriff's Office
MAYVILLE - Joseph M. Nagy, 29, of Jamestown was charged with unlawful possession of marijuana on Oct. 10. At 1:30 p.m. police found Nagy to be in possession of a small quantity of marijuana at 2 Academy St., Mayville. He was released on an appearance ticket for Chautauqua Town Court.
Fredonia Police
Jordan C. Czaplicki, 20, of Fairport was charged with littering on Oct. 6. At 10:10 p.m. Czaplicki threw a lit cigarette at a police car at the intersection of Temple and Risley streets. He was released on an appearance ticket.
Michael J. Throp, 21, of South Dayton was charged with disorderly conduct on Oct. 7. At 2:13 a.m. police were called to the intersection of Water and Canadaway streets for the report of a large group. Throp allegedly threw another male to the ground. He was released on an appearance ticket.
Nathaniel Sumter, 22, of Prospect Street was charged with disorderly conduct on Oct. 7. At 2:13 a.m. police were called to a large group in the area of Water and Canadaway streets. Sumter allegedly refused to leave when asked by police. He was released on an appearance ticket.
Margaret A. Cosmann, 18, of Hemingway Hall, SUNY Fredonia was charged with having an open container and unlawful possession of alcohol on Oct. 7. At 12:01 a.m. police observed Cosmann with an open container on Temple Street. Another female with Cosmann, Allison M. Snavely, 18, of Webster was charged with unlawful possession of alcohol after being found in possession of alcohol. Both were released on an appearance ticket.
Justin Hunt, 20, of Center Street was charged with disorderly conduct and violating the sewer ordinance on Oct. 7. At 1:54 a.m. Hunt pushed a Porta Potty at the intersection of Center and West Main streets to the ground causing the inside to leak onto the sidewalk. Hunt was released on an appearance ticket.
Jordan G. Sherlock, 20, of Water Street was charged with violating the sewer ordinance on Oct. 7. At 1:47 a.m. police observed Sherlock urinating on the west wall under the board walk in the west municipal parking lot. Sherlock was released on an appearance ticket.
Samantha K. Hoepfinger, 18, of Alumni Hall, SUNY Fredonia was charged with violating the sewer ordinance on Oct. 7. At 12:06 a.m. police observed her urinating on the grassy area of Barker Common. Hoepfinger was released on an appearance ticket.
Christopher Suskevich, 19, of Eisenhower Hall, SUNY Fredonia was charged with unlawful possession of alcohol, having an open container and littering on Oct. 7. At 12 a.m. police observed Suskevich place an open container on the sidewalk of Day Street and walk away. He was released on an appearance ticket.
Jacob Bekiel, 21, of Springville and Jonathan Sisorski, 20, of Eagle Street were charged with disorderly conduct on Oct. 7. At 2:10 a.m. police were called to a fight outside Sunny's on Water Street which allegedly involved the two males. Jessica Tamol, 19, of Igoe Hall, SUNY Fredonia was charged with failure to disperse after refusing to leave the scene. All were released on appearance tickets.
Paul Martin II, 23, of Cherry Creek was charged with violating the sewer ordinance on Oct. 7. At 1:15 a.m. police observed Martin urinating in an alleyway on Water Street. He was released on an appearance ticket.
Matthew W. Coughlin, 22, of Water Street was charged with second-degree harassment, criminal obstruction of breathing and first-degree criminal contempt on Oct. 7. At 2:56 a.m. police were called to a domestic dispute at a residence on Water Street. The complainant had returned home and found blood and glass in the residence. Coughlin, who lives at the residence, allegedly hit his girlfriend following an argument. Coughlin also violated an order of protection from the village of Fredonia from May. He was held pending arraignment.
Cassandra C. Liddle, 26, of Dunkirk was charged with second-degree aggravated harassment on Oct. 8. Liddle turned herself into Fredonia Police following an incident on Oct. 1. Liddle placed a harassing call to the victim on that date. She was released on an appearance ticket.
