Collins troopers charge teen after domestic incident
Lay reportedly confronted his girlfriend inside her home after she spent the previous night at a friend's. He allegedly chased her into a bedroom pushed her to the ground, grabbed her around the throat, held her down and yelled at her. The assault continued, as he picked her up and shook her. Lay dragged her into another bedroom and threw her onto a bed, before then throwing her into a wall.
The victim left the residence a short time later and went to another friend's home and then to the SNI Marshals office, where she reported the assault.
She was treated at Lake Shore Hospital for her injuries and released.
Lay was processed at SP Collins and arraigned in the Town of Collins Court. He was released to a family member and is due back in court next month.

Josue P. Rivas, 34, of Main Street was charged with third-degree criminal mischief, fourth-degree criminal mischief, third-degree assault and second-degree harassment on Feb. 22.
Leslie H. Heckathorn Jr., 17, of West Second Street was charged with disorderly conduct on Feb. 22 on a previous charge.
Tess M. Diamond, 20, of Jamestown was charged with having a suspended registration, no insurance and third-degree aggravated unlicensed operation on Feb. 22.
Timothy J. Perry, 47, of Forestville was charged with having a suspended registration, no insurance and third-degree aggravated unlicensed operation on Feb. 25.
Merritt D. Wolcott, 21, of Townsend Street was charged with disorderly conduct on Feb. 26 from a previous charge.
Alicia M. Christopher, 25, of Forestville was charged with third-degree aggravated unlicensed operation, speeding and not having a child restraint on Feb. 26.
William Garcia, 17, of West Courtney Street was charged with falsely reporting an incident on Feb. 26 from a previous charge.
