GOWANDA - The proposed Zoar Valley Clinic on Jamestown Street was a topic of discussion at a recent Gowanda Village Board meeting. While the board did not approve the site plans, an announcement was made regarding the site.

The Gowanda Village Board discussed the proposed Zoar Valley Clinic on Jamestown Street.
Mayor Heather McKeever said that following a public hearing, the village heard many concerns and complaints from residents that had to be taken into consideration.
"We have several comments and feedback from the public," McKeever said.
Gowanda will be challenging the Cattaraugus County Industrial Development Agency for not following procedure for the payment in lieu of taxes. Lawyer Deborah Chadsey said the PILOT has to meet certain requirements for it to be awarded, such as having a blighted building or creating new jobs. Gowanda is challenging whether or not these criteria have been met in order for a PILOT to be awarded.
The board also voted to repair the skid steer at the cost of $205, surplus a 2003 police car with a seized motor, and award a bid to Paul Weatherman for tree service.
The village approved entering into a Department of Transportation agreement with Healthy Community Alliance for the Safe Routes to School education aspect of the grant.
The board passed a resolution to roll over its bond anticipation note. Gowanda received $625,000 from Federal Emergency Management Agency and will use that to pay down some balance of the $1,850,000 balance.
