February 9, 2014
OBSERVER Staff Report , The OBSERVER

Four Buffalo residents were charged following several alleged thefts from local businesses Friday afternoon. Dunkirk Police Department, with assistance from Fredonia Police and the Chautauqua County Sheriff's Office, responded to the D&F Plaza, 1170 Central Ave., around 2:15 p.m., for the report of shoplifters in area stores. Upon investigation, it is alleged 37-year-old Richard D. Ryan, 32-year-old Nicole Andrews, 35-year-old Alexander Irizarry-Singh and 33-year-old Lynn M. Reese utilized a crude homemade, but effective, device to defeat stores' anti-theft devices. Police allegedly discovered the devices, along with the stolen merchandise, heroin and hypodermic needles in the group's vehicle. Items taken ranged from candy to medications, clothing, household items and small electronics with a retail value of over $2,000.
