Arrest made in high-speed chase

MINA — A high-speed chase that began on Mann Road and ended in Pennsylvania led to charges against a North East man.

Deputies observed the Brett M. Bisbee, 27, of Station Road, operating his vehicle at a high rate of speed around 2 Tuesday morning. Upon attempting to stop the defendant he increased his speed attempted to elude the deputy.

The pursuit continued north into the town of Ripley and eventually west into Pennsylvania. Pennsylvania State Police were notified along with North East Police. The defendant continued toward North East, Pa., and eventually entered a driveway on Side Hill Road. Upon the vehicle stopping, the defendant fled on foot.

Units from the Pennsylvania State Police along with North East police arrived to assist at the scene. Chautauqua County Sheriff’s K-9 “Link” was summoned to scene to conduct a ground search for the operator.

After an extensive ground search the K-9 led officers to an area of out buildings located a distance away from where the vehicle had stopped. Officers made entry into one of the buildings and located the defendant hiding in an upstairs area. He was taken into custody without incident.

The Pennsylvania State Police took the defendant into custody for processing. The sheriff’s office will file charges at a later date on the defendant.

In New York, Bisbee will be facing charges of speeding, failure to keep right, failure to comply, reckless driving, aggravated unlicensed operation, operation of vehicle without interlock device, stop sign violations, improper registration plates, unregistered motor vehicle, uninspected motor vehicle, no insurance

Pennsylvania charges will include: two counts of DUI, felony fleeing a police officer, driving while suspended, possession of marihuana, possession of drug paraphernalia and multiple violations pertaining to vehicle violations and operation.

Area residents facing DWI charges in Erie County

Two area residents are facing driving while intoxicated charges after a pair of incidents in Erie County.

On Saturday around 3:13 a.m., Erie County sheriff’s deputies performed a traffic stop after observing a vehicle being operated erratically along Versailles Plank Road in Collins. The deputy detected a strong odor of alcohol and other signs of intoxication when speaking with the driver and requested the driver to submit to field sobriety tests. The operator refused to perform the tests, and further investigation revealed Lisa Ramsey’s license was revoked because of a refusal to submit to a previous chemical test; also she had a 2013 DWI conviction.

Ramsey, 32 of Irving, is charged with a felony count of DWI — previous conviction, and aggravated unlicensed operation of a vehicle. The defendant is also charged with a misdemeanor for operating a vehicle without an interlock device and three vehicle and traffic infractions. She was remanded to the Erie County Holding Center pending her arraignment in Collins Town Court.

In another incident around 1 a.m. Monday on the Seneca Nation, a deputy initiated a traffic stop along Route 438 after observing vehicle and traffic law violations. Douglas Bastedo, Jr., submitted to a chemical test which resulted in a BAC level two and a half times the legal limit. The deputy also discovered the 28-year-old Dunkirk resident has a 2015 DWI conviction.

Bastedo is charged with felony counts of DWI – previous conviction, and aggravated DWI – BAC level of 0.18 or higher. He is also charged with two separate vehicle and traffic law infractions. He was released with appearance tickets for Brant court.

≤ ELLICOTT — A 26-year-old Jamestown woman was charged with driving while ability impaired by drugs and two traffic infractions after a Nov. 15 vehicle stop.

Deputies were called to assist a Jamestown Police Department Officer with the stop, on Fluvanna Avenue in the town of Ellicott. Upon arrival, deputies made contact with the operator of the vehicle, who was identified as Amy E. Nowell. She was found to be impaired by drugs and was taken into custody. Nowell was also found to have two outstanding arrest warrants from the Lakewood-Busti Police Department.

After processing, Nowell was held at Chautauqua County Jail pending arraignment. She will appear in Town of Ellicott Court at a later date to answer her charges, which also include failure to keep right and moving from lane unsafely.

≤ CLYMER — On Monday, deputies stopped a vehicle on Plank Road in the Town of Clymer for a traffic violation. The operator of the vehicle was identified as Lawrence N. Doutt, 52, of Columbus, Pa. Following an investigation, deputies arrested and charged Doutt with DWI, DWI per se and speed in zone. Doutt is scheduled to appear in Town of Clymer court at a later date.

Gowanda Police

¯ Kaelyn Miller, 20, of Gowanda was charged with third-degree aggravated unlicensed operation and use of a cell phone while operating a vehicle after a Nov. 8 traffic stop.

¯ Mikol Rookwood, 29, of Hamburg was charged with operating a vehicle with no alcohol interlock device, aggravated unlicensed operation and illegal use of turn signal after a Nov. 9 traffic stop.
