Area schools to get $2.7M in foundation aid

As school districts have entered into the beginning stages of the budget season, school officials recently began looking at their school budgets they will later present to their respective communities for a vote.

Much of those budgets are dictated by the amount that New York state foundation aid is increased each year.

Gov. Andrew Cuomo recently released his executive budget proposal that is subject to change before it is officially approved in April. The state is scheduled to receive, at this time, $18,128,792,184 in foundation aid as a total state. The total number is an increase of $337,999,931 from the previous year. Overall, school districts across the state received $17,790,253 worth of foundation aid during the 2018-19 school year.

Bert Lictus, Panama Central School District superintendent, said the budget process was just beginning and that it was far too soon to make any projections. In the Clymer Central School District, Superintendent Ed Bailey said while it was early on in the process, he anticipated the 2019-20 school budget tax levy increase will be larger than the anticipated state-allowed tax cap.

At a recent meeting of the Jamestown Public Schools Board, Superintendent Bret Apthorpe said he was angered by the tentative increase the governor provided in his budget proposal.

“It’s hard not to get angry being a champion of children,” Apthorpe said at the time. “These aid formulas and budgets are intentionally wrapped in mind boggling rationales (that) are purposefully confusing.”

Below are the state aid runs for all Chautauqua County school district. All figures were taken from the New York state 2019-20 executive budget from the Division of Budget website.

As a whole, Chautauqua County school districts are set to receive $183,090,767, a $2,766,293 increase from the previous year. The county received a total of $180,324,474 worth of foundation aid during the 2018-19 school year.

The Southwestern Central School District is set to receive $7,666,068, a $75,174 increase from the previous year. The district received $7,590,894 worth of foundation aid during the 2018-19 school year.

The Frewsburg Central School District is set to receive $7,540,571, a $97,659 increase from the previous year. The district received $7,442,912 worth of foundation aid during the 2018-19 school year.

The Cassadaga Valley School District is set to receive $11,888,307, a $167,375 increase from the previous year. The district received $11,720,932 worth of foundation aid during the 2018-19 school year.

The Chautauqua Lake Central School District is set to receive $4,324,540, a $10,784 increase from the previous year. The district received worth $4,313,756 of foundation aid during the 2018-19 school year.

The Pine Valley Central School District is set to receive $7,775,380, a $137,277 increase from the previous year. The district received $7,638,103 worth of foundation aid during the 2018-19 school year.

The Clymer Central School District is set to receive $4,008,384, a $107,760 increase from the previous year. The district received $3,900,624 worth of foundation aid during the 2018-19 school year.

The Dunkirk City School District is set to receive $21,653,584, a $412,221 increase from the previous year. The district received $21,241,363 worth of foundation aid during the 2018-19 school year.

The Bemus Point Central School District is set to receive $3,457,300, a $79,969 increase from the previous year. The district received $3,377,331 worth of foundation aid during the 2018-19 school year.

The Falconer Central School District is set to receive $9,702,755, a $157,398 increase from the previous year. The district received $9,545,357 worth of foundation aid during the 2018-19 school year.

The Silver Creek Central School District is set to receive $10,163,477, a $139,938 increase from the previous year. The district received $10,023,539 worth of foundation aid during the 2018-19 school year.

The Forestville Central School District is set to receive $4,787,525, a $104,753 increase from the previous year. The district received $4,682,772 worth of foundation aid during the 2018-19 school year.

The Panama Central School District is set to receive $6,504,551, a $84,298 increase from the previous year. The district received $6,420,253 worth of foundation aid during the 2018-19 school year.

Jamestown Public Schools is set to receive $49,802,004 for the 2019-20 year, a $711,484 increase from the previous year. The district received $49,090,520 during the 2018-19 school year.

The Fredonia Central School District is set to receive $9,309,087, a $87,030 increase from the previous year. The district received $9,222,057 worth of foundation aid during the 2018-19 school year.

The Brocton Central School District is set to receive $7,706,228, a $109,998 increase from the previous year. The district received $7,569,230 worth of foundation aid during the 2018-19 school year.

The Ripley Central School District is set to receive $4,476,229, a $56,000 increase from the previous year. The district received $4,419,429 worth of foundation aid during the 2018-19 school year.

The Sherman Central School District is set to receive $5,190,908, a $102,771 increase from the previous year. The district received $5,088,137 worth of foundation aid during the 2018-19 school year.

The Westfield Academy and Central School District is set to receive $7,133,869, a $123,606 increase from the previous year. The district received $7,010,265 worth of foundation aid during the 2018-19 school year.
