Twenty years ago – 1999

Concerns have arisen in the Dunkirk school system that some Hispanic students in special education classes may be there not because they are learning impaired but rather because they are still learning the English language. About 48 percent of the special education students are Hispanic. Teachers may feel that bilingual students struggle more in a large classroom than in a small classroom and so refer them to special ed.

Thirty years ago — 1989

More than 150 volunteers attended the 1989 United Way Awards Dinner and Banquet at the Sheraton Harborfront Inn. The employees of Johnson, Mackowiak and Myott in Fredonia, the Dunkirk Radiator salaried employees, the employees of Perkins Family Restaurant and the employees of Tops Market each received the Gold Awards of Honor.

Forty years ago – 1979

This past October, Job Corps celebrated its 15th birthday with proven success nationwide. Its job placement has been above 90 percent the past three years. There are currently 275 young men and women at the Cassadaga Job Corps Center, who are working hard to get their academic and vocational training through the Job Corps program.

Fifty years ago — 1969

In a tremendous upset, the Republican Party in Dunkirk won the mayoral race as well as four out of five council seats. F. Neil Chaffie defeated incumbent Democrat Joseph J. Steger, who is completing a record 10th year as Dunkirk’s mayor, by a margin of 883 votes. Mr. Chaffie is a former OBSERVER reporter. The lone Democrat to win a seat was Leon Damian, who defeated Richard Frey in the Second Ward.
