Navy Captain promoted near USS Arizona Memorial

Overlooking the famous USS Arizona Memorial, Commander Michael Saum, son of Patricia Dougherty of Dunkirk and Charles Saum of Elkton, Fla., was promoted to Captain in the U.S. Navy Civil Engineer Corps. The ceremony was held on Jan. 31, 2014 on Ford Island in the middle of Joint Base Pearl Harbor-Hickam (JBPHH). Captain Saum's Oath of Office was lead by JBPHH Commanding Officer Capt. Jeffrey James and his change of rank, replacement of shoulder boards, was accomplished with assistance from his wife Cheryl and two sons.
