Thirty years ago — 1993 Chautauqua County has one of the lowest rates of tax increase among the 57 upstate New York counties over the past decade according to The Public Policy Institute, a research arm of the state Business Council. A recent report says that the county ranks 40th out of 57 upstate counties in terms of having the lowest tax rate increase of the decade.
