Westfield Police Department

≤ On Thursday at approximately 8 p.m., Westfield police stopped a vehicle for an alleged traffic violation on East Main Street. After an investigation, it was found that a passenger of the vehicle was allegedly in possession of multiple pens used to smoke concentrated marijuana, as well as an amount of concentrated marijuana.

Victoria M. Mazza, 34, of Bronx, New York, was arrested for seventh-degree criminal possession of a controlled substance. The driver of the vehicle was issued a traffic ticket for the traffic violation. All parties were released with appearance tickets and will answer to the charges in the village of Westfield court at a later date.

≤ FALCONER — On April 13, troopers pulled over a vehicle on West Main Street for a traffic violation. During the traffic stop, Ryan Richard, 31, of Falconer, was allegedly found to be in possession of two marijuana cigarettes. Richard was charged with unlawful possession of marijuana, issued an appearance ticket and a traffic ticket and is scheduled to appear in the town of Ellicott Court on a later date.

≤ KENNEDY — On April 14, troopers pulled over a vehicle on Route 62 for traffic violations. After allegedly failing several field sobriety tests, Deven Dudenhoeffer, 30, of Kennedy, was placed under arrest and charged with DWI. Dudenhoeffer was transported to State Police Jamestown, where he provided a breath sample of .14. Dudenhoeffer was then processed, issued traffic tickets and released. Dudenhoeffer is scheduled to appear in the town of Poland Court later in the month.

Chautauqua County Sheriff’s Department

RIPLEY — On April 14 at about 1 a.m., deputies were dispatched to a report of a despondent subject on West Main Street. Family members reported that the unnamed male subject left the residence on foot after threatening suicide by train. Sheriff’s Office K9 Link was deployed on a human odor track from the residence. K9 Link tracked and located the subject along nearby railroad tracks. The subject was uncooperative and fled on foot, where K9 Link continued to track him. The subject was eventually taken into custody by deputies without injury and transported to UPMC Chautauqua Hospital for evaluation.

¯ BUSTI — At approximately 9:05 p.m. on April 7, sheriff’s deputies, a long with Lakewood-Busti Police Department officers conducted a warrant check at a residence on Winch Road in the town of Busti. Deputies located Mason F. Hoose, 20, of Lakewood and took him into custody for an outstanding warrant for fourth-degree stalking and second-degree harassment. Hoose was taken to Chautauqua County Jail on centralized arraignment and will answer his charges in town of Kiantone court on a later date.

¯ JAMESTOWN — On Thursday at 11:30 a.m., Tina Jackson, 45, of Jamestown was arrested for two counts of fourth-degree welfare fraud, first-degree offering a false instrument for filing, misuse of food stamps and fourth-degree grand larceny.

It is alleged that from March 17, 2015 through Nov. 30, 2016, Jackson failed to notify the Chautauqua County Department of Health & Human Services that her daughter had income/employment while residing with Jackson. This unreported income allowed for Jackson to receive $2,071 in unentitled benefits. Jackson is scheduled to appear in the city of Jamestown at a later date.

¯ JAMESTOWN — On Thursday at 3:04 p.m., sheriff’s deputies along with Jamestown Police Department officers conducted a warrant check at a residence on Water Street in the city of Jamestown. Lee Ann Proestler, 50, of Jamestown was found at the residence and taken into custody for outstanding Family Court warrants for a Uniform Interstate Family Support Act Warrant. Proestler was taken to Chautauqua County Jail and will answer her charges in Family Court on a later date.

Town of Evans Police Department

≤ On April 4 at about 11:45 p.m., patrol was dispatched to Versailles Plank Road for a domestic incident. Patrol observed a vehicle allegedly flee the area and pull into a nearby residence. Patrol investigated the vehicle and discovered the driver had fled on foot behind the residence. Patrol made contact with the driver, and identified him as Mark D. Kuppel, 48, of Evans. Kuppel admitted to driving and not drinking since the vehicle stopped, before also stating he’d had three drinks and was drinking vodka at home. Kuppel had alcohol on his breath, impaired motor coordination and speech and red, glassy eyes. Kuppel was asked to perform four field sobriety tests, all of which he failed, before then giving a positive P.B.T. sample. Kuppel was placed under arrest and taken to Evans Police Department for booking, where he refused to submit to a Datamaster test, while his vehicle was inventoried. During the inventory, patrol located a bottle of McCormick vodka with a third of the contents remaining. Kuppel was charged with DWI, drinking alcohol in a motor vehicle on highway, illegal signal from parked position and failure to keep right. Kuppel’s vehicle was impounded and he was held until sober at 8:15 a.m. the following day, before being released with traffic tickets.

≤On April 6 at around 9:14 p.m., patrol observed a vehicle with a headlight out on Erie Road. Patrol conducted a traffic stop and identified the driver as Bernard P. Livsey, 53, of Amherst. Upon running his license, it was allegedly determined to have been suspended. Livsey was charged with third-degree aggravated unlicensed operation and issued a traffic ticket roadside. Due to a recent medical procedure, Livsey was released roadside and his passenger, who did possess a valid license, took possession of the vehicle.
