HANOVER — Deputies responded to an address in the town for a report of a violation of an order of protection around 12:30 a.m. Wednesday. After an investigation it was found that Philip J. Traver, 29, was in violation of a complete stay away order of protection. Traver was charged with second-degree criminal contempt and transported to Chautauqua County Jail for the centralized arraignment program.

RANDOLPH — A 17-year-old Jamestown resident has been charged after a May 17 incident at the Randolph Academy School.

According to Cattaraugus County sheriff’s deputies in a report issued Wednesday, William L. Delo Jr., 17, of 30 Tower St., was charged with second-degree assault after an incident around 8:17 a.m. with a juvenile male leaving the individual with serious physical injuries. Delo was arraigned and held on a securing order.

Delo was released after posting $5,000 bail.

Gowanda Police Department

¯ James D. Heineman, 31, of 4907 Bigelow Road in West Valley, was charged with failing to signal a turn, third-degree aggravated unlicensed operation and an exhaust system violation on April 20. Heineman was stopped by patrol for operating the vehicle with the exhaust violation, and for failing to signal his turn. During this stop, a DMV computer check revealed that his license had previously been suspended in February 2021 for failing to answer to traffic violations in the Town of Ashford Court. Heineman was arrested for all three charges and was released on an appearance ticket to appear in Town of Collins Court.

¯ Robin Jones, 47 of 231 Dogwood Drive in Gowanda, was charged with moving from a lane unsafely, driving while intoxicated, second-degree assault, and resisting arrest. Patrol received a report of erratic driving that nearly struck two cars, and upon showing up, patrol observed Jones swerving on to the shoulder of the roadway nearly striking the cement curb. Jones was stopped by patrol, where she showed signs of intoxication and subsequently several sobriety checks. While being arrested, Jones resisted arrest and became physically aggressive, fighting with the officer and apparently striking him in the face with her elbow. Jones was arrested on all of those charges and was released on an appearance ticket to appear in Collins Town Court.

¯ Jonathan Kennedy, 25 of Cayuga Road in Brant, was charged with criminal contempt in the second degree on April 27. Patrol responded to a Buffalo Street residence for the report of a violation of a Court mandated Order of Protection. Patrol arrived and found Kennedy at the residence. The Order of Protection was issued by the Town of Brant Court, mandating Kennedy stay away from the residents of this address. Because Kennedy was in violation of this court order, he was arrested for criminal contempt, and was released on an appearance ticket to appear in the Town of Collins Court.

¯ Chase Scanlan, 21, or Route 438 in Irving, was charged with a turn signal violation, second-aggravated unlicensed operation, and unlicensed operation after he was stopped by patrol on May 18 for failing to signal. During the stop, a computer check revealed that Scanlan’s license was suspended a total of 10 times from December 2020 to April 2021 for failing to answer numerous traffic citations in various courts. Further, the check revealed that Scanlan’s license had expired on March 28, 2021. Scanlan was arrested on all charges and was released on an appearance ticket to appear in the Town of Persia Court.

¯ Carrie Keech, 21 of Route 83 in Forestville, was arrested on a warrant arrest on May 21. Patrol responded to a reported disturbance at a Buffalo Street residence. While investigating this incident, patrol encountered Keech. A computer check revealed an active warrant for Keech’s arrest from the Warren County Sheriff Department. Keech was arrested on this warrant, and remanded to the Erie County Holding Center pending her extradition to Warren County, Pa.

¯ Felicia Buffalo, 31 of Newton Farm Road in Salamanca, was charged with second-degree harassment on April 13. Patrol was notified that Buffalo had been involved in a verbal altercation with a female acquaintance. The verbal altercation escalated with Buffalo allegedly pulling down her face mask and intentionally spitting on the other woman’s face. Buffalo then fled the scene and patrol was not able to locate her. A warrant for Buffalo’s arrest was requested and issued by the town of Collins Court. On May 3, Buffalo was encountered by the Erie County Sheriff Department. Buffalo was turned over to Gowanda Police on this warrant. A computer check further revealed another active warrant for Buffalo’s arrest issued by the City of Salamanca Court. Gowanda Police arrested Buffalo on this warrant and released her on an appearance ticket to appear in Collins Town Court. Buffalo was turned over to the Cattaraugus County Sheriff Department to process the Salamanca warrant.
