Jamestown man charged in

connection with death

SALAMANCA — A Jamestown man is facing charges in connection with the August 2022 death of a Salamanca woman.

Cattaraugus County sheriff’s deputies executed a felony arrest warrant for Kyle S. Stilson on Broad Street Extension in Salamanca around 9 a.m. Wednesday. Stilson, 24, of Livingston Avenue, allegedly possessed and sold a dangerous drug that led to the death of the unnamed 23-year-old victim.

After an investigation by the Cattaraugus County Sheriff’s Criminal Investigation Bureau, Stilson was charge with second-degree assault, third-degree sale of a criminal substance and third-degree criminal possession of a controlled substance.

He was arraigned in city of Olean Court and remanded to Cattaraugus County Jail without bail.

CATTARAUGUS COUNTY SHERIFF’S OFFICE

¯ Daniel J. Pfaffenbach, 42, of Jamestown, was taken into custody at 2:38 a.m. Wednesday on a Family Court warrant out of Cattaraugus County. Pfaffenbach was remanded to the Cattaraugus County Jail pending further court proceedings.

CHAUTAUQUA COUNTY SHERIFF’S OFFICE

¯ CHAUTAUQUA — Timothy R. Ruch, 64, of Lakewood, was charged with driving while intoxicated, driving while intoxicated with a BAC of 0.08% or greater and failure to keep right. Deputies were called to a crash at 3:48 p.m. Saturday on Route 394 in the town of Chautauqua. It was learned that a vehicle had struck a tree. An investigation later determined that Ruch was allegedly operating the vehicle while intoxicated. He is scheduled to appear in court later.

JAMESTOWN POLICE DEPARTMENT

¯ Tony J. Stebbins, 37, of Jamestown, was charged with three counts of third-degree assault. Officers were called at 11 a.m. Monday to a residence on North Main Street for a reported fight. Several people were located walking away from the residence. An investigation later found that Stebbins had allegedly gotten into an altercation with three people in the residence, causing physical injury. The victims requested charges. Stebbins is scheduled to appear in Jamestown City Court later.

¯ Damion E. Dalton, 19, of Jamestown, was charged with fourth-degree criminal mischief. Patrol responded at 12:45 a.m. Wednesday to Utica Street for a reported domestic incident. An investigation found that Dalton allegedly damaged a TV inside a residence. Dalton was transported to jail and held for arraignment.

ELLICOTT POLICE DEPARTMENT

¯ Bobby G. Kastelic, 51, of Jamestown, was charged with second-degree harassment, third-degree assault, unlawful imprisonment and second-degree criminal contempt. Officers responded at 10 a.m. Tuesday to a reported domestic dispute at the Colony Motel in the town of Ellicott. An investigation found that Kastelic allegedly struck another person with a metal rod causing an injury. During the incident, Kastelic refused to allow the victim to use a phone and prevented them from leaving the motel room. The victim was able to escape and contact police. It was also learned that Kastelic had violated a valid order of protection that was in place. Kastelic was transported to Chautauqua County Jail for arraignment.

¯ Jason S. Smith, 53, of Jamestown, was charged with second-degree criminal contempt. Officers were sent at 2:26 p.m. Sunday to a reported domestic incident on Livingston Avenue in Celoron. Smith was observed at a residence, in violation of a court order. He was transported to Chautauqua County Jail for arraignment.
