JAMESTOWN POLICE DEPARTMENT
– David Burkhart III, 33, of Jamestown was charged with endangering the welfare of a child at 10:40 a.m. Tuesday after officers responded to the east side of Jamestown for a report of a 2-year-old child wandering in the street. Burkhart III was allegedly responsible for the child. He was charged and taken to the city jail until he can be arraigned in Jamestown City Court. The child was uninjured and placed in the temporary care of a family friend.
– Brandon E. Fogle, 41, of Jamestown was charged at 12:55 a.m. July 3 with driving while ability impaired by drugs and third-degree aggravated unlicensed operation after officers responded to East Second Street for a well-being check. Officers were told Fogle had allegedly been driving while his license is revoked. Fogle was charged and will be in Jamestown City Court later.
– Samantha J. Lugo, 25, of Jamestown was charged with first-degree criminal contempt (prior conviction) and resisting arrest at 10:22 p.m. July 3 after officers responded to the area of Riverwalk Park in Brooklyn Square for an unrelated complaint. Lugo was allegedly seen with someone who allegedly had an active stay-away Order of Protection against Lugo. Lugo allegedly ran when she saw officers but was found nearby, then allegedly struggled briefly with officers. She was taken to the city jail until she could be arraigned.
– Ivan G. Benitez, 41, of Jamestown was charged with fourth-degree criminal mischief at 1 p.m. Wednesday after officers responded to a north side address for a 911 investigation. Officers determined that a domestic incident occurred resulting in a cell phone allegedly being smashed. Benitez was found a short distance away and taken to the city jail until he could be arraigned.
– Kyle D.M. Pratt, 19, of Jamestown was charged with second-degree menacing, endangering the welfare of a child and fourth-degree criminal possession of a weapon at 8:33 p.m. Wednesday after officers responded to an east side address for a complaint of a person with a weapon. Pratt allegedly threatened a juvenile with a knife. Pratt
was located a short distance away and was taken to the city jail until he could be arraigned.
– Arthur A. Hubbard, 36, of Jamestown was charged with first-degree criminal contempt at 11:30 p.m. Wednesday after officers responded to a downtown Jamestown address for a report of a possible trespassing complaint. Officers located two individuals laying on the sidewalk together. Hubbard allegedly was violating a valid stay away order of protection from the woman he was with. Hubbard was charged and taken to the city jail until he could be arraigned.
CHAUTAUQUA COUNTY SHERIFF’S DEPARTMENT
— PORTLAND — Ashley L. Wakeley, 28, of Portland, and Jeffrey D. Kozlowski, 28, of Arkwright, are both facing second-degree harassment charges.
At approximately 10:03 a.m. July 2, deputies were dispatched to an incident. Upon further investigation it was determined that the pair did allegedly initiate unwanted physical contact with another person. Both were later located and issued appearance tickets to appear in the Town Of Portland Court at a later date and time.
— STOCKTON — At around 7:20 a.m. Wednesday, deputies responded to a harassment complaint in the town. After an investigation, it was determined that Joshua W. Fowler, 51, of Stockton, did threaten to cause physical harm or death to another individual. Fowler was charged with second-degree aggravated harassment and released to return to court later.
