Dunkirk man charged after two brief police chases
A Dunkirk man driving on a revoked non-driver’s identification card led police on two chases Tuesday in the town of Hanover and the city of Dunkirk.
At 12:45 a.m. Tuesday, David P. Topliffe, 45, of Dunkirk was charged with third-degree aggravated unlicensed operation, second-degree obstructing governmental administration, resisting arrest, third-degree unlawfully fleeing a police officer and several traffic violations after leading deputies on a short pursuit from Hanover into the city of Dunkirk after deputies tried to pull his vehicle over for an alleged inspection violation. Topliffe was released to be in Hanover Town Court later.
Less than two hours later, Topliffe was charged again after Dunkirk police officers saw a vehicle driving north on the 500 block of Swan Street at 2:20 a.m. According to a police report, officers tried to pull the vehicle over for alleged traffic infractions but the driver led police on a pursuit until coming to stop in the parking lot of a Dunkirk business. Topliffe allegedly refused to comply with officers’ verbal commands and then allegedly physically resisted officers as he was being taken into custody. Dunkirk police say Topliffe was only able to provide a revoked non-driver ID. He was taken to Dunkirk police headquarters and later released after being charged with resisting arrest, second-degree obstruction of governmental administration and several vehicle and traffic tickets.
