Kelly seeks post of Silver Creek mayor

SILVER CREEK — Warren M. Kelly is running to be Silver Creek’s mayor in the November election, endorsed by the Democratic Party.

Kelly is a lifelong Silver Creek resident who graduated from Silver Creek Central School and studied at Genesee Community College for two years majoring in the computer science field. In 1977, he graduated from Erie Community College Summa Cum Laude with an AAS Degree in Construction Technology. Kelly has more than 40 years’ experience in the architectural, engineering, accounting and construction industry.

Kelly was a village trustee from April 2013 to December of 2019. During his six-year term, Kelly took part in several projects, including his favorite, the renovation of the village fountain in the village square. He also assisted with the budgets for six years and cut or maintained taxes every year. Kelly said the job of mayor requires the strength of commitment, strong leadership and a love and confidence in the village. Kelly said he will always be approachable to village residents and follow up with their concerns and requests.

Among Kelly’s goals are rejuvenation of Silver Creek’s business district, village parks, and recreational areas. He said he will seek out grants from the state and federal government so that the village can achieve its goal of rejuvenation. He will strive to control future excessive spending and maintain a tax structure that all residents can afford. He will continue to work with the town of Hanover and Chautauqua County to increase shared services.

Kelly said he also wants to work with the new and existing Board of Trustees and keep political partisanship out of the village’s agenda. At the present time as a private citizen, Kelly said he is working with a county grants writer to achieve grants to renovate and rebuild the George Borrello Park down on the lake front. The results from this year’s grant application will be known in December. Next year, Kelly said he is going to try to get more grants to upgrade the village boat launch and the village ball park. If elected mayor, Kelly said he will work with the Chautauqua County Planning Department to find more state and federal grants that could help the village of Silver Creek start its rejuvenation.

Kelly has 29 years’ experience as an Engineer II with the Chautauqua County Department of Public Facilities, Engineering and Building and Grounds Department. He also was a construction project manager and coordinator for Chautauqua County buildings and bridge projects. He also has more than 20 years experience at the Chautauqua County Home working as capital building projects manager, for three years he also was supervisor of maintenance, cleaning and laundry departments.

Kelly has also been a licensed state code enforcement officer for more than 25 years. He is working part-time for the town of Pomfret as its code enforcement officer. Kelly retired from the Chautauqua County Engineering Department 10 years ago.

Kelly has been involved in the community most of his adult life. He is past member of the state Western Regional Board of Appeals of the Department of State Building Codes. He is past chairman of the Silver Creek Zoning Board of Appeals. He is an exempt member of Huntley Hose Company No. 1 and Silver Creek Fire Department for more than 25 years. He is a past president of Huntley Hose Company No. 1. He also was an active member of the Silver Creek Emergency Squad for several years. Kelly was a coach/manager in the Silver Creek Little League program for 14 years. He was a past president and member of the Silver Creek Jaycees. He was a director in the Silver Creek Festival of Grapes for more than 10 years. He was a past member of the Silver Creek Community Development Corporation.

Kelly lives at 17 Buffalo St., Silver Creek, and is the father of two children, Kaine Kelly and Kristy Kelly Wasik. Kelly is also a grandfather of six: Roan, Rhys, Grace, Jackson, Ashlyn and Kaiya.
