JCC receives clean financial audit
Jamestown Community College has received a clean financial audit for the year ending Aug. 31, 2025.
The board of trustees Tuesday heard a presentation from its independent auditor, Bonadio & Co., LLP.
“We have issued an unmodified or clean audit opinion of the college, which is the highest level of assurance that you can give.” said Randall Shepard, of Bonadio. “So, that’s a positive place to be.”
Shepard added that from an internal control perspective, the audit did not identify any material weaknesses.
“So what that means is you’ve got a sound set of practices in place to ensure that your financial reporting is done appropriately and in accordance with all standards,” Shepard said.
According to the audit, JCC’s net position amounted to $74,075,276. The largest portion of the college’s net position reflects its investment in capital assets consisting of land, construction in progress, land and building improvements, buildings, equipment and furnishings, vehicles, and right-to-use leased buildings. JCC uses capital assets to provide services to students, and the assets are not available for future spending.
Total assets decreased by $4,407,582 from $107,952,807 in 2024 to $103,084,852 in 2025. The decrease, the audit said, is due to more cash being used during the current year.
The board approved the resolution to accept the audit.
In a related matter, JCC received the Cash Fest 90-plus award presented by three+one of Pittsford.
The award, according to threeplusone.us, signifies excellence in the implementation and management of all liquidity in the public and higher ed marketplace. It also identifies new revenue and savings that is not correlated to student enrollment.
Mike Abbott, of three+one, said JCC’s investment policy is sound. The policy, he said, is not too restrictive, but not too open-ended where JCC is leaving itself open to any financial risk based on the market.
“So the college has done a great job overall, and most recently, has earned a cashvest score of 93 – so, a very prestigious award,” Abbott said.
In other business, trustees welcomed Ron Shidemantle, JCC’s new vice president of student experience.
Shidemantle began his role in January, and oversees JCC’s recruitment and retention efforts, leading the college’s offices of Admissions, Marketing and Communications, Academic Advising, Success Center, Health Center, Career Services, Residence and Campus Life, and Athletics.
Shidemantle comes to JCC from Bluefield State University in West Virginia, where he spent the past five years as vice president of student affairs and dean of students. During Shidemantle’s time at Bluefield State, the university reached record high enrollment increases.
“So I’m excited to be a part of the team. I’m excited to be a part of the division,” Shidemantle told trustees. “I’m hoping, over the course of my time here, that I can improve all of our services with particular focus on enrollment, recruitment, athletics and filling those residence halls.”
Shidemantle is in the midst of his 30th year working in higher education administration. Since 2009, Shidemantle has held director-level roles at both public and private institutions of higher learning, including Duquesne University, Virginia Tech, and Western Carolina University. Before moving to Bluefield State, Shidemantle was dean of students at Northern Oklahoma College, Jefferson Community College, and Louisburg College.
