Jamestown man adds to list of charges

A 38-year-old Jamestown man charged Tuesday with two counts of third-degree rape and three counts of forcible touching charges has a lengthy list of charges filed against him in recent months.

Jamestown police report Shaun P. Clutter is additionally charged with three counts of first-degree aggravated criminal contempt, two counts of second-degree strangulation, third-degree robbery, third-degree criminal mischief, two counts of unlawful imprisonment and fourth-degree stalking.

At 11:25 a.m. Monday, officers took a complaint from two separate victims. While speaking with the victims it was found that over the past week the suspect, Clutter, had sexually assaulted the victims. One of the victims had an active order of protection against Clutter.

During the investigation, officers were able to obtain enough evidence and make contact with Clutter. He was arrested without incident and transported to the Jamestown City Jail. He was remanded to the Chautauqua County Jail without bail due to the fact he has two previous felony convictions.

On April 8, Clutter was charged with third-degree assault after city police officers responded to an assault where it is alleged Clutter was in a verbal altercation with the victim. Police said Clutter allegedly struck the victim in the nose. Clutter left the scene before police arrival and was later located in Jamestown.

In October 2025, Clutter was charged with fourth-degree criminal mischief after Clutter hit a telephone handset against a cement block while at the Chautauqua County Jail. In April 2025 Clutter was charged with petit larceny after officers responded to a larceny complaint at a Falconer business. It’s alleged Clutter stole a briefcase with items inside belonging to an employee inside the store. Clutter was charged in October 2024 with aggravated criminal contempt, third-degree assault and third-degree criminal contempt after officers responded to a Jamestown home for a reported domestic incident involving a woman. Clutter allegedly violated an order of protection to stay away from the woman, with officers determining Clutter had hit the woman the previous night causing bruising and swelling to her eye. Clutter was already wanted by officers for charges for another incident that occurred on Oct. 5 involving the same woman. Clutter was found at the scene and taken to the city jail until he could be arraigned.

In August 2024 Clutter was charged with being a fugitive from justice after officers responded to a south side address for a report of a possible domestic dispute. Clutter was found to have an active arrest warrant out of Corry, Pa., for making terroristic threats.
