PORTLAND -- After serving the Town of Portland for over 26 years, Rick Comstock officially retired from the Highway Department on June 30. The Town Board issued a proclamation in recognition of his service at a recent meeting.
The official proclamation stated, "Comstock has faithfully served the residents of the Town of Portland with professionalism, integrity, and commitment." The proclamation also stated, "Comstock has earned the respect and appreciation of fellow employees, elected officials, and residents through his willingness to serve, his strong work ethic, and his commitment to the betterment of the community."
Comstock began his employment with the Town on Oct. 18, 1999. He served as Deputy Superintendent of the Highway Department since 2016. The Town stated that Comstock earned the role due to his "knowledge, dedication, and exemplary service." In his role as Deputy Superintendent, the Town stated Comstock "provided valuable leadership, guidance, and support to the Highway Department and the Town as a whole."
With Comstock retiring on June 30, Highway Superintendent Ken Becker recommended Derrick Burns to take over as the new Deputy Superintendent of the Highway Department. The Board unanimously approved Burns' appointment, which took effect July 1.
The Town has received several applications for its open Motor Equipment Operator position. Interviews will be completed in the coming weeks.
The Highway Department's new truck is in service. Becker thanked the Board for approving the purchase. The new water meters that were purchased have been installed, and driveway pipes have been installed, as well. Blacktop at Campbell Road was recently completed after receiving approval from the state.
The Town Hall parking lot is being repaired as the catch basins are deteriorating. The Board approved the work at a cost of $1,540, plus blacktop replacement costs of approximately $500. The cost will be covered out of the building fund in the Town Budget.
Supervisor Rich Lewis also noted that two solar projects in the town are underway. Wendel Companies in Williamsville has been sending weekly site inspection reports to Lewis and Town Attorney Joel Seachrist.
"They seem to be making progress. It's nice that we have somebody that actually knows what they're looking at when they are inspecting," Lewis said.
The Town is waiting to make renovations to its dog shelter until it receives firm confirmation from the State Department of Agriculture and Markets that the upgrades satisfy the new requirements from the state.
"Before we pay an architect to draw this up, I want to be sure that we're only paying once for it," Lewis said.
The Town is seeking a new Deputy Dog Control Officer to support Gloria McCormick with dog control duties.
The Town is also evaluating health insurance options for its employees as Independent Health rates have significantly increased. Any changes must be CSEA-approved.
The next Portland Town Board meeting is scheduled for Wednesday, Aug. 12 at 6 p.m.
