County officials want to get a handle on what’s coming into and out of pipes in the Portland Pomfret Dunkirk Sewer District.

On Monday, the Chautauqua County Legislature’s Public Facilities Committee will discuss a resolution authorizing County Executive PJ Wendel to apply for money from the state DEC and Environmental Facilities Corporation Water Infrastructure Engineering Planning Grant program for an inflow and infiltration study of the sewer district’s infrastructure.

The resolution states the district’s infrastructure has beeen installed in the 1930s, 1950s and 1980s and is likely to need repair to prevent improper discharges into Lake Erie.

That infrastructure, county officials say, is likely to have cracks and leaks that can lead to stormwater, ground water and sewage leaking into and out of collection system pipes.

A study is expected to cost about $36,000, with $30,000 available through state grant programs. If the county is awarded a grant it would have to pay the remaining $6,000 cost.

In addition, legislators will discuss a grant application to study inflow and infiltration of storm and groundwater and sewage in the North Chautauqua Lake Sewer District.

The resolution pre-filed for Monday’s meeting states much of the North Chautauqua Lake Sewer District’s infrastructure was installed in the 1950s and 1970s and hasn’t seen much updating or repairs since then. That infrastructure, county officials say, is likely to have cracks and leaks that can lead to stormwater, ground water and sewage leaking into and out of collection system pipes. Those leaks can then end up migrating into Chautauqua Lake.

The resolution notes studies of the Orchard Terrace and Chautauqua Shores regions of the district show numerous areas in need of repair, and county officials want to study the rest of the system to see how bad the problem is. Like the Portland Pomfret Dunkirk Sewer District study, the county would be on the hook for $6,000 if the state awards the maximum award of $30,000.

Also on Monday’s meeting agenda is a resolution authorizing the next steps of installing sewers around more of Chautauqua Lake. Public Facilities Committee members will discuss a resolution authorizing the South Chautauqua Lake Sewer District to submit funding applications for West Side Extension Phase 2 from Stow to Prendergast Creek.

The area covers 1,200 septic systems around the lake that have been identified as a point source of phosphorus entering Chautauqua Lake, with the sewer extension to convert 773 of those properties from private septic systems to the district’s sewer infrastructure.

The resolution authorizes County Executive PJ Wendel to submit grants to the state Environmental Facilities Corporation, the EPA Clean Water State Revolving Fund, USDA Rural Development Program, state EFC Water Infrastructure Improvement Act, state DEC Water Quality Improvement Project, the DEC-EFC Engineering Planning Grant program and the Empire State Development Empire State Economic Development Fund Program.
