Fredonia budget proposal has low-key start

It appears Fredonia village Mayor Douglas Essek’s budget proposal will not face as much chaos and disdain as it did last year from Village Board members. In presenting his $11.5 million spending plan, Essek noted there were challenges in the general, water and sewer funds.

“In addition to the standard increases every year, this year posed additional increases due to inflation and the costs of materials and supplies,” he said.

His first rough draft topped $12.6 million and included a $3.1 combined deficit from all three lines. His second attempt, which he presented this week included $518,000 in added revenue in the American Rescue Plan Act and the tightening of expenses.

Despite the added work, Essek is proposing a 3.4% tax increase that he maintains is under the tax cap. His proposal retains all “critical” village services and does not include layoffs.

Trustees said little about the plan and are intent to begin their review on Monday. A public hearing for the proposal is expected to happen before the next Village Board workshop and meeting on April 4.

Essek’s previous 2021-22 budget proposal was marred by controversy and angst.

His first plan included a 17% tax hike that he later revised.

In a contentious meeting on April 26, with four different trustees, a final budget was approved that included a 1.4% tax increase while reducing salaries of department heads. Most notable was that of the still-vacant fire chief position, which went from $104,121 to $64,855 — a 38% reduction.

Village officials did note during Monday’s meeting, however, there were three candidates for the top fire post who had interviewed. Trustees then entered into executive session to discuss that position as well as a possible new dog catcher.
