Westfield Village Board gives final approval for new Tim Hortons

WESTFIELD — A new Tim Hortons in the western part of the county has received the necessary approvals to be constructed.

During the Westfield Village Board’s April meeting, officials unanimously approved the site plan review for Tim Hortons to be located at 9 Holt St. That is the location of the former Vine City Restaurant.

Before the village board gave final approval, the plans were reviewed by the village’s planning board. The planning board also held a public hearing on the proposal.

According to the minutes of the meeting, the finalized plans include for the applicant to use brick siding on the Holt and Main streets sides of the building. A 6-foot perimeter fence on the north side will be reduced to 3 feet for visibility and safety.

The site plan calls for internally lit directional signage. The signs are not lit during daylight hours and automatically controlled to come on at dusk to business hours closing time.

For landscaping, there will be a 2-foot strip of grass along the sidewalk to minimize mulch spillover and sidewalk plow conflict. There will be a main street planting bed, which should be a mixed planting with an array of heights from plants that mature at 3 to 4 feet minimum and others that mature to 4 to 5 feet.

Sign placement must not interfere with the visibility at the intersection and at a minimum must meet the village’s setback requirements.

According to village officials, as of Thursday the finalized construction documents have not been received by the building inspector’s office as of yet, so the building permit has not yet been issued.

The building has already been purchased, so no delay is expected.

The Post-Journal and OBSERVER previously reported that the restaurant building was sold in July 2022 for $145,000 to Three C’s Coffee, LLC.

According to Planning Board Chairman Don McCord, Three C’s Coffee LLC is owned by David and Gina Kron. They own four other Tim Hortons — one in Fredonia, two in Dunkirk and one in Cassadaga. The Fredonia location was their first, which opened in 2002. They opened the Cassadaga site in 2019, which is the newest of the four.

Tim Hortons has many other locations in Chautauqua County, including one in Silver Creek, one in Lakewood and five in Jamestown. This proposed Westfield location will be the first one in that area of the county.
