DOT completes lane reduction

HANOVER — The lane reduction project along Routes 5 and 20 in the town of Hanover, conducted by the State Department of Transportation, has been substantially completed.

The project reduced the four-lane road to three lanes — one lane in each direction with the addition of a center lane to be used for turning. The reduction began at the Routes 5 and 20 split exiting the village of Silver Creek to the bridge over Canadaway Creek just before the roundabout at the Seneca Nation territory.

The project was done in conjunction with the Town of Hanover’s waterline project to avoid disturbing the area after the work was done. While the planning for both projects was a long, drawn out process, the work itself went rather smoothly.

“I think it looks wonderful,” said Lou Pelletter, Town of Hanover Supervisor.

Pelletter noted he has heard feedback both positive and negative, with complaints mostly centered around traffic volume, especially when pulling out of parking lots and near the thruway. He noted that there were “very few complaints” during the construction phase.

“Everybody worked diligently on it and very quickly. It went very well,” Pelletter said.

Pelletter himself is hopeful that the drainage system that was implemented with the project will mitigate the flooding issues that have been a problem in the town for many years.

“I think they’ve done a nice job. I’m very happy with it,” Pelletter said.

Only minor adjustments to the road and outstanding payments regarding the waterline project remain before both projects are officially complete. The Town Board passed a resolution at its latest meeting pertaining to the state’s Routes 5 and 20 project, allowing for the adjustment of mainline water valve box elevations and manhole cover elevations. The State will provide for the adjustments.

Also of significance, after a recent tour of the facility, Pelletter believes New York Medical Center remains on course. The group plans to operate a residential mental health and rehabilitation facility at the former Lakeshore Hospital site on Routes 5 and 20, with the potential for an emergency room and/or emergency department still on the table.

Pelletter said, “I was very happy with the way the building looked. They have done a nice job cleaning it up. … It looks wonderful.”

In addition to how New York Medical Center will serve its patients, Pelletter is pleased with the jobs it will bring to the region. He added the group is actively promoting the project. “I’m very happy working with them. They have been wonderful,” Pelletter said.

Pelletter also noted a positive meeting with the developers involved with the senior living facility set to be constructed at the site of the old Main Street School in Silver Creek.

The Town also recently updated its parking rules and regulations for the Hanover Beach parking lot located on South Shore Drive. Updated rules and regulations will be posted at the Hanover Beach parking lot at a later date and are available at the Town Clerk’s Office.

The Town Clerk’s Office collected $615 in state, county and local revenue during the month of June, with 38 dog licenses issued along with seven DEC licenses, tags and permits. Three marriage licenses and nine handicap tags were also issued. Additionally, the Town Code Enforcement Office issued 25 permits in the month of June.

The Town Justice Court handled 212 traffic cases, six penal law cases, and seven civil cases in the month of June. A total of $16,784 was collected in the month of June.

The Chautauqua County Sheriff’s Office submitted its June report, including 332 deputy responses. The Town will soon begin negotiations regarding a new contract with the Sheriff’s Office, as the current contract expires at the end of 2025.

The Town Board also held a public hearing regarding the amendment of the Local Zoning Laws to define the use of a small cellular tower facility. A full copy of the amended law is available at the Town Clerk’s Office.
