Glasgow Road sale gets new look
Fredonia has changed course and decided to list property on Glasgow Road for a possible sale.
Fredonia Trustee Jon Espersen introduced another resolution for the listing Monday after a previous one was voted down, 3-2. This time, Trustees Ben Brauchler and Paul Wandel changed their votes to “aye,” while Trustee Michelle Twichell continued to oppose the listing.
Brauchler said, “With great reluctance and with the understanding that it’s a tough hill to get me to approve an actual sale, but for information purposes, I will say aye.” Wandel said he concurred with Brauchler.
Twichell said she believes an appraisal was needed on the property. Mayor Michael Ferguson replied that the resolution essentially calls for an appraisal.
“It doesn’t say appraisal. This doesn’t make sense to me. You’re putting the cart before the horse,” Twichell replied.
The new resolution is apparently reworded to make clear that the village just wants to see what it can get for the property, but is not selling it. Espersen has expressed interest in selling the approximately 43-acre property, adjacent to Cassadaga Lake, as a way to pump some revenue into the village’s financial tank.
“At the end of the day, we can still say no to selling it,” Trustee Nicole Siracuse, who did not attend Monday, said at a workshop last week. “This isn’t committing us to a sale. We’re going to get the value of the property, we’re going to see if there is any interest. There may be none.”
Espersen does real estate transaction title searches for a living, and said last week he recently spent three hours in Mayville looking into the Glasgow Road property. Espersen said he could find no grants or agreements between the village and the government that might get in the way of a sale.
Twichell repeated her concerns that the village would have to do a State Environmental Quality Review. “Spending money on a SEQR for a sale that we don’t even know we’re going to be interested in, doesn’t make any sense,” Espersen replied.
Brauchler wondered last week if the village should consider getting a professional appraisal. He was told that would be included in the process of composing the listing.
Twichell held firm that she wants to see language saying the village will seek “market value” on the property.
Siracuse threw her hands up and exclaimed, “Oh my gosh, that’s how it’s listed. People don’t just pull a number out of thin air.”
The resolution approved Monday states that Mayor Ferguson is “hereby authorized to list the property… on Glasgow Road in the Town of Pomfret to receive interest from potential purchasers on whether it would be beneficial to the village to sell the property.”
The resolution states “this property is not being used by the village of Fredonia and has not been in use for many years.”
However, Twichell notes the village drew water from Cassadaga Lake in a 1990s water emergency, and wants to keep the land as an access point in case it has to do so again. Espersen and Ferguson have claimed in response that changes to federal regulations regarding watersheds would keep the village from getting Cassadaga Lake water nowadays.
