Planners eye city BESS proposal

The city of Dunkirk’s Planning Board will consider an updated site plan, along with an environmental quality review determination, Wednesday for a proposed Battery Energy Storage System (BESS) off Brigham Road.

The board gave preliminary approval in December for the project proposed by GCI Lighthouse Energy Storage LLC. The approval was supposed to be contingent on reviews by the city Fire Department and Department of Public Works.

As for the State Environmental Quality Review, the board tabled a determination on that in May, but is now apparently ready for another look.

The project would bring 10- by 20-foot shipping containers filled with power storing batteries to an undeveloped site well away from Brigham Road, to the west of the Seventh Street dead-end. The project site address is 853 Brigham Road.

BESS systems have some vocal detractors. They point to recent fires at other arrays across the country, which forced local evacuations because they emitted hazardous materials. Fires at such arrays usually cannot be fought with conventional methods; a special foam is necessary.

GCI executives said in December that each battery unit would have a built-in, remotely monitored fire protection system, and that the units are supposed to be designed to contain fires.

They also addressed concerns about noise from the arrays, stating that the highest sound level would be 75 decibels at 10 meters away, but claiming that they would be located at least 1,700 feet from any residence.

The Planning Board’s meeting is set for 5 p.m. Wednesday, in Dunkirk city government’s new conference room on the first floor of the Stearns Building next to City Hall.
