South Dayton may dissolve village

The village of South Dayton is considering dissolution, in another example of the local consolidation of services campaign.

South Dayton’s Village Board plans a public hearing on dissolution Wednesday at 7 p.m. in the South Dayton Fire Hall, 34 Maple St.

The hearing is supposed to focus on a dissolution plan endorsed by the Village Board at a Feb. 11 meeting. The plan would transfer most village services, records and laws to the town of Dayton.

The hearing will also consider “what government services, local laws and employee positions would be continued or stopped if the Village of South Dayton was dissolved,” according to a legal notice for it.

After the hearing, South Dayton’s board will have up to 180 days to amend and adopt the final dissolution plan. If it gets adopted, registered voters residing in South Dayton will vote on the proposed plan in a public referendum on June 9. If the referendum passes, the Village of South Dayton will dissolve on May 31, 2027.

The dissolution proposal is available for review on the village website (www.southdayton.org). Printed copies can be reviewed at the South Dayton Village Hall, 17 Park St., during regular office hours (Monday, Wednesday, Friday from 10 a.m. to 2 p.m.).

The legal notice notes: “If the village of South Dayton dissolves, the property tax burden on village properties would decrease from a current total town and village government tax burden of approximately $18.40 per $1,000 (of assessed property) to an estimated $5 per $1,000, assuming 100% of the Citizen Empowerment Tax Credit is applied to reduce taxes for all town taxpayers.

“However, village residents are projected to see a 33% increase in water and sewer fees. Residents would need to secure their own refuse and yard waste services. With those increased costs, the average property receiving water and sewer services would still see an overall savings of about $100 per year.”

Here are some key points of the dissolution proposal:

— All village of South Dayton positions, elected and civil, will be eliminated upon dissolution, except for certain public works positions that will be transferred to similar town of Dayton positions. All village departments will be eliminated.

— The town of Dayton will create special water, sewer, sidewalk, and lighting districts to be governed by the Town Board and paid for by users of the individual systems.

— The town of Dayton will provide road and municipal property maintenance, code enforcement, zoning, and Justice Court services. The town will operate the South Dayton library, depot, playground, and gazebo in accordance with current village practices.

— Dayton will not provide refuse and yard waste services, although yard waste drop off will continue.

— All real property, personal property and vehicles owned by the village of South Dayton at the time of dissolution will transfer to the town of Dayton or one of the special districts.

— Any village of South Dayton fund balances that remain at the time of dissolution will transfer to the Town of Dayton.

— Village of South Dayton laws, without equivalents in town of Dayton laws, will remain in effect for two years following dissolution, during which time the town of Dayton will review the laws and either adopt or void them.
