Inmate tied to Brocton incident injures six in Attica

An inmate who had injured a counselor and officer at the Lakeview Shock Incarceration facility in Brocton during a brutal incident in February has struck again.

State Sen. George Borrello, R-Sunset Bay, said the inmate — who was transferred to Attica Correctional Facility — assaulted six officers there, sending one to the hospital. According to Borrello, this inmate had not even been indicted for the first assault before he struck again.

“Two violent assaults. Two months. And not even an indictment before it happened again. Let that sink in.

“Once again, the Governor fails to protect the very people who keep our correctional facilities running. If any other employer in New York allowed employees to walk into conditions this dangerous, knowing the risks, ignoring repeated warnings, they would face serious consequences. But in Albany? Silence. Excuses. Zero accountability.

“The Governor’s own HALT task force laid out recommendations to improve safety. Those recommendations? Sitting on a desk collecting dust. While officers continue to get injured. While violence continues to escalate in our prisons. Instead of taking action, this administration and the Democrat majority continue to push pro-criminal policies and rhetoric that embolden this kind of behavior. When there are no real consequences, when violent individuals are cycled through a system with no meaningful deterrent, this is exactly what happens.

“Multiple officers injured. A civilian injured. Families impacted. Lives disrupted. And still, nothing changes. This isn’t just failed leadership. It’s willful negligence.

“Our correctional officers and employees deserve better. They deserve a workplace where their safety is a priority, not an afterthought. It’s time to stop ignoring warnings, repeal the HALT act, and restore accountability before someone pays an even higher price.”

The attack in Brocton reportedly began when the inmate, initially seated in his chair, suddenly sprang up and approached the counselor, striking her repeatedly in the face and head. As the counselor attempted to retreat, the inmate continued to assault her, she fell and struck her head on a metal desk and then she fell to the floor, still under assault. The officer outside the classroom immediately called for a response while the counselor attempted to defend herself, kicking the inmate in the legs and groin to fend him off.

Additional officers responded to the scene, but the inmate refused to comply with commands. One officer managed to subdue the inmate in a body hold but was repeatedly punched in the back of head as the inmate broke free. Despite multiple applications of pepper spray to the inmate’s face, the chemical agent had no effect.

One officer deployed pepper spray, which immediately incapacitated the second inmate, causing him to return to his chair. The first inmate, however, remained combative, and it took four officers to restrain him and force him to the ground. Once under control, the inmate was handcuffed and escorted to a holding cell for decontamination. He was later transferred to Attica Correctional Facility.
