Silver Creek nears deal with CSEA

SILVER CREEK — An agreement between the Village of Silver Creek and CSEA Local Unit 6315 is nearly finalized.

The Village Board tabled the agreement at its latest meeting to allow for more time for the Village Board, legal counsel, and the local union representatives to review the terms of the three-year agreement before it is officially ratified.

“It was a very good give-and-take negotiation with our employees and with the union representative,” said Mayor Kathy Tampio.

Once the agreement is officially approved, which could come later this month, it will span from June 1, 2026 through May 31, 2029. Tampio and Village Trustee Jeff Hornburg, a former mayor himself, represented the Village in negotiations, with advice from Village Attorney Peter Clark, as well.

“I think it goes without saying that we have the utmost respect for our work crew,” Hornburg said. “We want to make them happy and comfortable.”

Tampio also recently met with the Garden Club to discuss the next steps for the village Victory Garden, located next to the Silver Creek AMVETS. Plans were shown to the Village Board at a recent meeting.

The replacement of the pavilion at Borrello Park has been completed. Trustee Sandra Lindstrom expressed at a recent meeting that she was pleased with the new pavilion.

The Village Board passed a resolution to rescind its first local law of 2026, authorizing the Village to exceed the tax cap to finalize its 2026-27 budget. The Village Board adopted a budget that did not exceed the tax cap, so the law was rescinded.

With the village’s 2025 Elgin Pelican street sweeper purchased from Johnson Equipment, the 2005 Freightliner street sweeper was declared as surplus equipment to be sold. The 2025 Elgin Pelican street sweeper was purchased at the State bid price of $284,823, with five annual lease payments through ROC Leasing, LLC. After the fifth year, the Village can assume ownership of the equipment. Terms of the purchase agreement were finalized at the latest Village Board meeting.

The Village Board authorized the use of reserve funds to pay the balance of the 2026 Chevrolet Silverado for the Department of Public Works in the amount of $26,160. A series of water/sewer balances, totaling $9,425.02 were removed due to the county tax auction.

The Village Board also transferred $5,000 to the Emergency Medical Services staffing account to keep $10,000 on hand for the cost of staffing emergency medical service (EMS) calls. Also of note, the Emergency Squad has received payment for its recently sold ambulance.

The Board also adopted a resolution to participate in the NYCLASS banking program. Membership in the Chautauqua County Chamber of Commerce was renewed at a cost of $625.

The next Mobile Food Pantry event, sponsored by the Silver Creek Food Pantry, the Village of Silver Creek, and Feedmore WNY, will be on Tuesday, June 23, from 11 a.m. until 12:30 p.m., at the village municipal parking lot. The event is free of charge to residents of Silver Creek and other nearby communities. The Village appreciates and welcomes all volunteers.

The next Silver Creek Village Board meeting will be held on Monday at 7 p.m.
