New trustee speaks about priorities

Fredonia's newest trustee continues to learn as much as he can about village government.

Tim Mulholland spoke about his priorities during his report time at a village Board of Trustees meeting Monday. He was appointed to the board in July to replace Jon Espersen, who resigned in the spring.

Mulholland stated he is studying Fredonia's proposed agreement with the North County Water District. "I believe we need clear terms around how our rate is established, how future costs are allocated, and how Fredonia's purchasing volume is recognized," he said.

Mulholland is also analyzing Fredonia's overall financial situation. He is now a member of the trustees' finance committee, after they approved Mayor Michael Ferguson's proposal to change committee membership Monday.

"Oversight is not just about approving expenses," Mulholland said. "It's about understanding them, questioning them when it’s necessary, and planning responsibly for the long term."

He thanked Trustee Paul Wandel for his help in getting up to speed on the village's water project, and Treasurer Erlyssa LeBeau for assistance on village finances.

"It's a goal of mine to spend time at each of our departments and better understand their operations first-hand," Mulholland continued. He has already toured the police department and the wastewater treatment plant, and has tours of the fire department and water treatment plant planned.

"I want to continue to analyze village finances and the way we can make our reporting clearer and more useful," Mulholland said.

He also plans to "review major contracts and agreements tied to the village’s largest projects, and continue to speak to residents and listen to concerns and ideas from across the community."
