Senior housing near ‘finish line’

SILVER CREEK -- A much-needed senior housing community is wrapping up the finishing touches on its new facility, and residents will soon be able to call it home. Silver Creek Senior Housing is now accepting applications, and the facility is expected to open in late fall of this year.
Located on Main Street at the site of the old Silver Creek School building, Silver Creek Senior Housing is a senior community that features 54 one- and two-bedroom apartment homes for individuals and families aged 62 and older.
"The project looks wonderful," said Town of Hanover Supervisor Lou Pelletter. "I'm hoping that they will be renting the apartments soon. I'm very excited about that. It's been a long time coming."
After recently receiving approval from New York State Homes and Community Renewal, Park Grove Realty, LLC and Southern Tier Environments for Living, Inc. (STEL), have opened the application process, which will run through Oct. 5.
If the facility receives more applications than it has capacity, per state regulations, a housing lottery will be held to determine who is selected to call Silver Creek Senior Housing their new home. The housing lottery is scheduled for Oct. 19.
It would not be a surprise if a lottery is held, given the need for senior housing in the area, which has been well documented by community members for years.
Pelletter has been pushing for a senior living facility in the town of Hanover for nearly half a century, dating back to when he saw a senior community in the Plattsburgh area that resembled what is now nearly complete on Main Street in Silver Creek.
"Since 1977, I have pushed to have something like this done, and I am thrilled about it," Pelletter said. "We absolutely need that. I'm very excited about it. It couldn't come at a better time."
Pelletter also serves as Village of Silver Creek Historian. The developers have dedicated a space for Pelletter to display historic artifacts to honor the past of the village, including the former building itself, in accordance with a request from the New York State Historic Preservation Office.
After decades of inaction at the site which turned to an eyesore, the old Main Street school building was demolished in late spring of 2025. When the building fell, Silver Creek Senior Housing was finally on its way to being built, and even winter weather did not halt its progress. Construction continued all throughout the past year, and now, the brick exterior has been installed, along with windows on all three stories.
Thomas Whitney, Executive Director at STEL, said, "We are excited that we are finally getting to the finish line."
One way that STEL was able to speed up the process, while also mitigating the risks of construction during the winter, was by building the second story of the building offsite. Although the process was more costly, the team at STEL felt that it was the best course of action during the winter months after getting a late start on construction due to delays in the demolition of the old school building.
Due to the years of inaction and broken promises from previous developers, Whitney acknowledged earlier this year that there was "rightfully a healthy dose of skepticism that it would ever actually happen."
Whitney said at that time that the goal was to allow residents to move in by September, but despite slight delays, the facility is still on track to open later this fall. Whitney hopes residents will be fully settled into their new homes by the holiday season.
The facility provides affordable, low-income housing for seniors, with rent varying from as low as $440 per month to $1,130 per month, based on size and household income. Rent also includes water, sewer, trash, and high-speed internet. While income restrictions apply, there is no application fee and no broker's fee. Applicants will not be automatically rejected based on credit or most background check information.
There are four mobility units and two vision/hearing units available. All units are adaptable to be wheelchair accessible. Reasonable accommodation and modifications may be requested.
According to the facility's official listings on parkgrovellc.com, each apartment offers an open-concept floor plan with spacious kitchens and bathrooms, along with stainless steel appliances and vinyl plank flooring. On-site amenities include professional management offices, a community room, fitness center, laundry facilities, and an outdoor seating and recreation area.
The project meets the State’s Senior Housing State Goal allowing low-income seniors to live independently within the community. It also meets the goals of Community Renewal and Revitalization, as well as Workforce Opportunity State Housing. The project has received a conditional award from NYS Department of Health.
