Hanover plans budget, fire contract hearings

HANOVER -- The next regular Hanover Town Board meeting will begin with public hearings regarding the preliminary Town Budget for the 2027 fiscal year and its Fire Protection District contracts.
The preliminary budget for the fiscal year beginning on Jan. 1, 2027 will be completed and filed in the Town Clerk's Office by Oct. 1. It will be presented at the next Town Board meeting, which was moved to Tuesday, Oct. 13 due to Columbus Day.
The preliminary budget is available for viewing during regular business hours of the Town Clerk's Office. Town Officials salaries listed in the budget include Supervisor at $17,500; Town Justice at $17,500 for each of the two Justices; Town Council members at $8,200 for each of the four members of the Board; Highway Superintendent at $77,140; and Town Clerk at $65,830.
The Town's Fire Protection Districts include the Forestville Fire Department's District 1 and District 2, along with the territory of the Perrysburg Volunteer Fire Department that falls within the town limits. The Town has proposed $35,908 for Forestville in Fire Protection District No. 1 and $31,111 in Fire Protection District No. 2. Perrysburg will receive $2,500 for its portion of District No. 2.
The Town's agreement states that the fire companies shall answer and attend all calls in their district. Each company will be responsible for any loss or damage to its equipment, as well as payment "of all claims for injuries to or death of fire personnel in connection with such calls." The Town Board recently passed a resolution, in accordance with New York Insurance Law, to change the distribution of fire insurance monies from an allocation model to a method based on active members in each company.
The Town is also served by the Bay-Creek Fire District, which is made up of the Silver Creek and Sunset Bay Fire Departments. The Bay-Creek Fire District is responsible for its own finances, rather than the Town Board.
The Board recently held a public hearing regarding the submission of a Community Development Block Grant (CDBG) application for the 2026 program year. The CDBG program is administered by New York State Homes and Community Renewal. It makes approximately $45 million in funding available to eligible local governments for housing, public infrastructure, public facilities, economic development, imminent threat, and community planning, with the principal purpose of benefiting low- and moderate-income persons. Josh Freifeld, Executive Director of Chautauqua Home Rehabilitation and Improvement Corporation, spoke to the Hanover Town Board and the public about the CDBG program during the public hearing.
During the month of August, the Town Clerk's Office collected $5,942 in revenue, stemming from issuing 40 dog licenses, 875 Department of Environmental Conservation permits, tags and licenses, seven marriage licenses, and 10 handicap tags. The Chautauqua County Sheriff's Office reported 448 deputy responses in August.
The Town Justice Court handled 214 vehicle and traffic law cases, 11 penal law cases, five civil law cases, and four code enforcement matters, resulting in a total of $15,635 in revenue for the month of August. The Code Enforcement Office collected $23,020 in August, while issuing 14 permits in the town of Hanover and seven permits in the village of Silver Creek.
